The department, which used to take five days to approve the plans, tried the online approval system to reduce the amount of time spent on these approvals and to reduce human intervention and enhance transparency. The Online Building Plan Approval System (HOBPAS), Government of Haryana, is the state’s initiative for citizens to obtain building plan approvals, construction/reconstruction certificate, DPC certificate, occupancy certificate, etc., online.

According to a report by IANS, the Additional Commissioner of Municipal Corporation of Gurugram (MCG), Dr Vaishali Sharma said on November 9, 2021, that no construction within the limits of the MCG will be allowed without an approved building plan. She further said that those engaging in construction activities with any approved plan will have to face action.
Talking about the benefits of the Haryana Online Building Plan Approval System (HOBPAS) at a meeting of the Building Plan Review Committee, Dr Vaishali Sharma said that provisional certificate is received within 24 hours of application and construction can be started. At the meeting, it was announced that a special help desk has been set up to provide assistance regarding building plans. Before applying online at this help desk, applicants can get their original documents verified to avoid any rejection.

HOBPAS: How to register on Haryana BPAS website to apply for building plan approval?
Step 1: Log on to the Haryana OBPAS portal (click here). Note that user registration is mandatory. So, if you have not registered yet or if this is your first time, you will need to begin with the registration. The OBPAS portal can be used by both, architects and individual applicants, who are submitting the application for building plan approvals.
Note: If you are an HSIIDC allottee, you should apply from here for the building plan approval. Also, plot owners of industrial and commercial plots for all departments (DTCP, DULB, HSIIDC) should apply from here for the building plan approval.
Step 2: When you use the ‘Sign Up’ option to register as a public user on the OBPAS Haryana portal, the following Public User Registration page will appear on your screen.
Step 3: Next, you will be asked to identify yourself by providing your name, date of birth, contact information, desired HOBPAS login details, security questions (in case you forget your login detail) and contact person’s identification details. Once done, click on ‘Save’, to proceed.
Step 4: On successful completion, a pop up will appear indicating that the account has been created. To activate this account, you will have to go to your registered email address and click on the system-generated activation link. Once activated on HOBPAS, you can login to the system and assign the architect to proceed with the building plan application submission.

Step 7: A technical person registration is also important. A technical person can be an architect, a structural engineer, an electrical engineer or PH engineer. There are two types of registrations – New Registration and Already Registered ULB. In case you are not registered, you will be directed to a certain workflow. Once approved, you can download your license from the portal. However, if you are already registered, simply key in your licence number and after verification, the application will be approved and you can download the licence from the client portal.

Step 8: After reading the instructions, simply click on ‘Next’.
In the next page, input details like department to which the technical person is to be registered, type of technical person, applicant details such as name, address, email, mobile number, qualification details, education qualification, certificate number, supporting documents, licence number, COA number if the user is an architect and work experience. Next, save the details and proceed.

HOBPAS Haryana: How to apply for a building plan permit on Haryana OBPAS?
If you are applying for a new building permit approval certificate, the building permit can be submitted to a particular office and an option to upload the client utility file generated from the Author application, will be available. Before submitting the application, the user must pay an application fee through online payment or upload the challan. The application can be submitted, only after verifying the fee payment by the department user.

HOBPAS Haryana: Building plan application for TCPO
Step 1: Click on ‘Connect to proceed.
Step 2: To add property details, click on ‘Add New Property’.
Step 3: Select the district and office and then proceed by clicking on ‘Next’.
Step 4: Read all the instructions and proceed to ‘Next’.
Step 5: You will be redirected to the land selection page where you can choose the type of land – whether licensed or CLU. Enter the case number/CLU number and proceed to ‘Go’ and find the details populated in the fields. Select License number and then click on ‘Add’. After this, simply accept the declaration and enter the password and proceed.
Step 6: Once you proceed, you will see the next page as follows. Click on the ‘View’ button to assign the building permit consultant.
Step 7: In the next step, assign the building permit consultant (Architect/Firm) and submit the building permit application.
Step 8: Once you assign the architect, you can see the following page. Enter the name of the architect, firm or consultant and tick the ‘Architectural services including PMO’ option, if you wish to give this right to the architect to assign users for all other architectural services.
Step 9: Accept the declaration and key in your password. Now, the architect needs to accept this application by logging in to the website using their own credentials.
Step 10: Under ‘Pending actions’, the technical person will see the following:
Step 11: Upon selecting the application, the architect can see the following page. The architect can then enter remarks, if any and proceed. Note that the architect can also fill in the application.

Note that project details will be loaded from the APZ file and the user simply has to fill in the remaining empty fields, such as application type, total built-up area, building height and then, click on ‘Next’.

Details include district, site/plot number, khasra number, city, street, zone plan memo number and date, title deed number and date, plot area, purchase FAR option, if required and specifications. HOBPAS Haryana: How to preview fee on OBPAS and make the payment?
Once all the above mentioned steps are completed, you will also be able to preview the fee. Click on ‘Proceed’.
In order to pay, select the required payment option – whether online or by uploading a challan. Once you make the payment, you will see a green tick icon. You can click on it and view the application.
If the application has to be submitted, it should be signed by the architect.

How to apply for building plan application against Directorate of ULB Haryana?
Step 1: On the common landing page, ‘Connect’ to the Directorate of ULB Haryana. Next, select ‘Add New Property’ to add the project details.
Step 2: Input the district and office concerned and read all the instructions carefully to proceed.
Step 3: You will be directed to the land selection page, wherein you will need to add the details of the landowner, plot, etc.
Step 4: In the next step, assign the architect/consultant and then follow the same instruction as listed in the case of application to the TCPO.
How to apply for a building plan application against HSIIDC?
Step 1: On the common landing page, connect to HSIIDC (Haryana State Industrial & Infrastructure Development Corporation).
Step 2: Proceed to add the details of this property.

Step 4: Read the instructions carefully and then proceed to land selection.

In a bid to provide relief to the real estate sector in Haryana and change of land-use permission (CLU)-holders who have been impacted by the disruption caused by the second wave of COVID-19, the state cabinet has decided to treat the period between April 1 and May 31, 2021, as ‘zero period’. MCG sends notices to 13 architects for violating HOBPAS norms
July 28, 2021: The Municipal Corporation of Gurgaon recently sent show-cause notices to around 13 architects, for violating the norms of the online building plan approval system. All these architects are employed with the planning wing of the MCG. They are alleged to have submitted fraudulent documents and misrepresented facts. At present, their registration numbers have been blocked and it will be effective till they submit their replies to the notices.
