The Varanasi Development Authority or VDA is the authoritative body appointed by the Uttar Pradesh government for ensuring planned development and carrying out infrastructure development and construction work in the city. VDA: Functions of Varanasi Development Authority
VDA was established on August 19, 1974. The development authority has several departments that fulfil a variety of responsibilities. These departments include the establishment division, finance division, construction division, speed post division, planning division, property division, horticulture division, land acquisition and ceiling division, legal division, building division, store division, PR division, and computer division.
VDA residential schemes: Registrations
The VDA fulfils the growing housing needs in the city by launching schemes for new plots and residential properties. As per VDA, the call for registration of residential schemes of plots or houses will be published in at least two national level newspapers with specifications on how to get the required application booklet and how to submit it.
VDA residential schemes: Eligibility
To register for plots or residential properties, one should meet the specified requirements.
- The applicant must be an Indian citizen, and above 18 years of age
- The applicant or any of the family members should not have any residential property in Varanasi.
The registry of the property will be done by the development authority in freehold manner. Charges of 12% of the land cost is taken by the authority as the freehold charges. During the freehold registry of any leasehold plots, levy charges are imposed.

The Varanasi Development authority website https://vdavns.com/ provides a platform for the payment of property NEFT/ e-challan or property dues.
- To pay your dues online, click on Online Property Management System (PMS) on the home page.
- You will be directed to the Online Property Management System (PMS) page
- You are required to search for your property online by providing information like the property number, registration code, name, and mobile number.
After you have successfully logged in, view your dues in the ‘Print Final Account’ option. Then select the ‘Pay Your Dues Option’ to verify the details and pay the amount either through the e-challan or online payment. After making the payment, take a print of the payment receipt.
VDA Master Plan
The VDA prepares a master plan for the development of the areas under its jurisdiction by determining the land limits. The most recent Varanasi Master plan 2011 was prepared by the Town and Country Planning Department, Uttar Pradesh.
The master plan is created to determine the nature of the future physical development of the city. This plan guides the residential and commercial activities of different areas for balanced growth, making provisions for smooth arrangements of traffic and transportation in the city. The objective also includes stopping the unplanned and uncontrolled developments in the city and its surrounding areas.

VDA Services: E-auction
The VDA platform also has a e-auction facility by which buyers can put forward their offers for various residential and commercial properties. To participate in the e-auction facility, you need to complete the EMD registration. After that choose the tender for your auction choice and click on the ‘accept terms and conditions’ option and select ‘I agree’ after reading the terms and conditions.
The bidders can now select the assest that they want. A bidder may select more than one property but he/she can become a H1 bidder for only of the properties. In the next window, the bidder will get the information about the property such as the start price, increment price and the next bid price. The number of increments options will allow you to calculate your H1 bidding price. After confirming your bidding price you can finalise your bid.
