The process of submitting applications under the DDA housing scheme, along with issuance of the demand letter, possession letter, conveyance deed, are accepted only through the online mode. Thus, it is important for applicants to keep a track of the latest updates on the official DDA website.
The DDA conducted the draw of lots on April 18, 2022, for its special housing scheme launched in 2021. The scheme offers 18,335 flats, mostly those returned by allottees in previous housing schemes. The draw of lots for the Special Housing Scheme 2021 witnessed less than one-third of takers, and only 5,227 flats were allotted. DDA said it had placed 18,335 flats across 28 localities under the housing scheme. However, the authority put 9,790 flats in the final draw, considering it received only 12,387 applicants who deposited the registration fee. It also said that most applicants preferred localities such as Vasant Kunj, Jasola and Dwarka, while the preferences for the Narela sub-city were not as per expectations. As per a senior official, connectivity issues may be one of the reasons that not many people came forward. Besides, DDA flats were losing out to private developers that provide houses at lower rates in NCR, according to sources in the DDA.
With the aim to revive the interest of homebuyers, the DDA has decided to dispose of its unsold housing inventory. On June 3, 2022, a DDA official said that the authority plans to sell DDA flats from the earlier schemes on a first come, first served’ basis. In March 2022, the authority said that it had passed an amendment to its housing regulations prohibiting individuals from buying flats if they already own a flat or land in the city. As per the official, the relaxation in the amendment is expected to get the Union Ministry’s approval. The official added that the authority has decided not to introduce new housing projects, mainly due to the increased land cost. However, it is now focusing on the land pooling policy that was notified by DDA in 2018. It has opened a 90-day window for citizens to apply under the land pooling policy.

Out of the 1,354 DDA flats that were launched in the DDA Housing Scheme 2021, in January this year, around 689 flats were surrendered, with a majority being from the MIG category, followed by the EWS category.
According to an Indian Express report, out of the 689 flats, the MIG category in Dwarka 19B has seen the maximum surrender of flats- 295 out of 352. The 11-floor MIG flats here have vacant spaces that double up for parking, as well as shops. The project also has an underground parking lot. Spread across 125 sq m, the sample flat has two rooms, a hall, a bathroom and a kitchen. Each block also has three lifts. Jasola Pocket 9 B, offering HIG category flats, saw a surrender of close to 175 DDA flats out of 215 flats. The cost of Jasola Pocket 9B 14-floor HIG flats range between Rs 1.97 crores and Rs 2.14 crores. In the draw, this property was highlighted as one of the sought-after projects, offering 3 BHK apartments measuring 170 sq m and having facilities including multi-level parking and three-tier, in-house water management model. The project also enjoys excellent connectivity, with the Okhla barrage being three kms away and Noida and Faridabad being just half-an-hour away.
The DDA has planned to introduce a ‘first come first served’ policy. In those sectors where close to 50% of flats that were either rejected, not allotted in previous schemes or surrendered, will be sold. This is subject to approval from the Ministry of Housing and Urban, for which a proposal has already been sent. This is particularly beneficial to all, because the DDA will have to spend on maintaining the surrendered flats, which is a difficult task and failure to do so, may create a bad impression. According to the rules, once the draw of lots is over, the DDA planned to conduct a mini-draw in which only 20% of the waitlisted applicants can participate. According to DDA commissioner (housing) VS Yadav, “If the policy is approved, most of these surrendered flats – 175 out of 215 HIG flats in Jasola and 295 out of 352 MIG flats in Dwarka Sector 19 – would be on offer on a ‘first come first served’ basis. All other rules that are applicable when a person buys a flat under the draw of lots to be eligible, would be followed.”
The process of applications, payments, and issuance of possession letters for the scheme were done online through the AWAAS software. The DDA Housing Scheme is linked to the credit-linked subsidy scheme under the Pradhan Mantri Awas Yojana – Housing for All (Urban).

Moreover, the authority has introduced a new clause in the scheme, under which the applicant can choose the kind of flat they want in a society, by paying ‘preferential location charges’ (PLC), which will be 1.5%- 3% of the total cost of the flat. For example, for green-facing, ground floor, corner location, facing main road, etc., the applicant will have to pay up to 3% of the total cost as PLC.
The DDA officials said that there will be multi-level underground parking with up to three parking slots for each flat. Other features such as rainwater harvesting and a three-tier, in-house water management model, will also be embedded in the complexes. Apart from this, water generated from the harvesting method will be supplied in the bathrooms and kitchens. These new complexes will be a benchmark for all future projects and will have modern lighting techniques and faster elevators for the taller buildings.

DDA Special Housing Scheme 2021
On December 23, 2021, the Delhi Development Authority launched a special housing scheme with 18,335 flats available on sale at discounted prices in localities namely Jasola, Dwarka, Rohini, and Narela. These DDA flats, mostly old flats in Delhi that were not sold in previous schemes, belonged to different categories like Higher Income Group (HIG), Middle Income Group (MIG), Lower Income Group (LIG) and Janta flats.
As per an official statement, the DDA had said the flats were being offered at old rates or cost in relaxation of DDA’s costing policy, which is updated every financial year based on the appreciation or depreciation of land cost or building. The statement said the allottees will be eligible for subsidy under the PMAY scheme.
There are 205 flats in the HIG category. Out of these, 182 DDA flats are in Jasola, available at prices between Rs 1.9 to Rs 2.1 crore. There are 202 2BHK houses, in the same category, in Vasant Kunj Block F, available at prices of around Rs 1.3 crore. In the MIG category, there are 976 flats across Dwarka Sector 19, Dwarka Sector 16, Narela Sector A1. Flats are also available in Rohini, Jahangirpuri, Siraspur, Shivani Marg and Lok Nayak Puram.
In the LIG category, there are 11,452 1BHK flats across localities namely Narela, Rohini, Sirsapur. There are 5,702 Janta flats available mostly in the Narela locality.
Registration price of DDA flats
- The total registration price for the EWS category is Rs 27,000, which includes a registration amount of Rs 25,000 and an application processing fee of Rs 2000.
- The total registration price for LIG category is Rs 1,02,000, which includes a registration amount of Rs 1,00,000 and the application processing fee of Rs 2000.
- The total registration price for the MIG and HIG categories is Rs 2,02,000, which includes a registration amount of Rs 2,00,000 and an application processing fee of Rs 2000.
Applicants must note that the application processing fee is non-refundable.
To apply for the scheme, one must visit the official website https://dda.gov.in/ and click on DDA Special Housing Scheme 2021 under ‘What’s New Section’. Then, applicants should proceed with registration by submitting details like name, email ID, PAN, Aadhaar Card number, date of birth, mobile number, etc.
DDA Special Housing Scheme 2021: Over 22,000 applications received
As per the officials, as many as 22,179 applicants registered for this scheme.
The last date for application was March 10, 2022. Earlier, the deadline for sending applications was February 7, 2022. The authority extended the last date on public demand, considering the ongoing third wave of COVID-19 pandemic. It has received around 16,000 applications so far, under the scheme. They can register on the official DDA website and check the details online.

DDA Housing Scheme 2021 Eligibility
- The applicant should be an Indian citizen and at least 18 years old.
- The applicant must not own any residential flat or plot in the urban area of Delhi, New Delhi or Delhi Cantonment, in his/her own name or in the name of his/her spouse or his/her dependent relations, including unmarried children which is larger than 67 sq metres.
- One candidate can submit only one application.
- A husband and wife can both apply separately for the scheme but if both are selected in the draw, only one can retain the flat.

DDA Housing Scheme 2021: How to apply for DDA flats in Delhi?
* Visit DDA e-services platform and click on DDA Housing Scheme 2021.
* Click on Registration. You will be redirected to a new page, where you will need to register yourself by submitting details such as PAN, Aadhaar Card number, mobile number, etc. An OTP will be sent to your mobile number for confirmation.
* Once you have registered yourself, you would need to login again using your PAN. An OTP will be sent to your mobile number, every time you login.
* On successful login, the application form screen will be displayed for filling along with the following options. All options are available on the left-side menu on the website.
- DDA Schemes: To select a scheme and fill the application form.
- AWAS Application: To view the application form and make payment online.
- My Payment: To view payment details.
* Fill in the personal details, bank details, address details, joint applicant details and select the category and location preferences in the application form.

Refund of registration amount
Applicants are required to clearly specify their saving bank account number and the IFSC code in the application form to enable refund of registration amount. Refund will not be transferred if the bank account is NRE/NRO account or a current account. In case of joint applicants, the refund will be done in the first applicant’s name.

DDA Housing Scheme 2021 launch date and details
The much-awaited lottery draw of the Delhi Development Authority (DDA) Housing Scheme 2021, was held on March 10, 2021. The Authority received around 30,000 applications for its ‘Housing Scheme 2021’, a DDA official said, on February 16, 2021. Announced on January 2, 2021, the scheme offers luxury flats and penthouses in Delhi in 14-storey buildings, with terrace gardens and best-in-class finishing. The lottery draw was held for 1,354 DDA flats in Delhi’s Sector 19B, Dwarka, Manglapuri and Jasola, most of them in the MIG category. Applicants can watch the streaming on the DDA portal.
Vasant Kunj has DDA flats ranging between Rs 1.43 crores and Rs 1.72 crores. The LIG flats in Dwarka, Rohini and Narela range between Rs 17 lakhs and Rs 35 lakhs. Finally, the Janta flats in Manglapuri and Narela range between Rs 8 lakhs and Rs 30 lakhs.
The DDA Housing Scheme 2021 garnered a lot of interest from home buyers. Of the 30,000 applications, over 21,000 applicants have paid the registration amount. Around 6,000 paid applications were received for the HIG and MIG units. The most sought-after areas were Dwarka and Vasant Kunj, where most of the high-end units are located. For just 13 flats in Vasant Kunj, over 2,000 applications have been received. The 215 HIG flats at Jasola’s Pocket 9B were the costliest ever for a DDA housing scheme, with a price tag of Rs 1.9-2.1 crores. These received 1,677 applications.
Additionally, owing to the second wave of the Coronavirus pandemic, the DDA has also extended the last date for making interest-free payment of cost of flats, for allottees of ‘2021 Housing Scheme’, to August 31, 2021, from June 29, 2021.
The DDA conducted a draw on August 25, 2021 at 3 pm, for allotment of these surrendered DDA flats in Delhi to the waitlisted applicants. Based on random number generation, the draw for allotment of flats was held in the presence of independent observers – a retired judge and a senior officer of the government of India. The general public could view the live telecast of the draw online.
130 waitlisted applicants had applied for the draw that offered 689 flats. The scheme saw only 79 allottees taking advantage. The remaining of the stock- 610 flats will be added with the inventory of a new scheme that the DDA plans to launch in December 2021. Media reports suggest that there are enquiries from government bodies including CISF for bulk buying of the remaining inventory for its employees.
According to reports, this surrender of almost half of the flats by applicants is because of constraints pertaining to civic facilities, accessibility from the main city, last-mile connectivity and transportation, safety issues and the mayhem caused by the Coronavirus pandemic.

DDA online auction of residential plots 2021
The Delhi Development Authority (DDA) recently held an online auction of plots, for group housing societies. This was the first time that the land-owning agency auctioned large plots online. There were seven freehold plots that were put on offer, out of which five were located in Rohini and one each in Dwarka and Vishwas Nagar. The registrations started on April 13, 2021.
Besides group housing plots, several other properties and plots, including 76 institutional plots (leasehold), 33 freehold commercial plots, 25 expandable housing scheme plots and six restaurant units on a license fee basis, are also available for auction. The DDA officials said that 18 function sites, 36 freehold residential plots, 24 kiosks (license fee basis), 27 freehold industrial plots and 125 freehold built-up shops or units have also been added to the bidding scheme.

DDA draw of lots is a procedure conducted by DDA for allocating the flats under its various housing schemes using a computerised random number technique in three stages:

Are DDA flats worth buying in 2021?
Of the total 1,354 flats on offer under the DDA housing scheme 2021 launched in January 2021, there were 291 EWS flats costing between Rs 7-28 lakh and 254 HIG flats costing around Rs 1.9- Rs 2.1 crore. DDA plans to sell 13,000 flats on ‘first come, first served’ basis
The Delhi Development Authority (DDA) is likely to sell about 13,000 flats on ‘first come, first served’ basis after the authority could not sell these flats through the draw of lots conducted in April 2022. The draw of lots had witnessed less than one-third of takers. As per an official, the authority has sent a proposal to the ministry and once it is approved, the flats would be sold on a first come, first served basis through online platform.
According to the DDA commissioner (Housing), V S Yadav, once it is approved and becomes a part of the policy, the authority can put the flats on a first come, first served basis after the draw of lots. The policy will be for flats which are either surrendered, rejected or were unallotted in the housing schemes after the draw of lots. There are around 8,000 of the flats in Narela and across areas namely Rohini, Dwarka, Siraspur, Ramgarh and Lok Nayak Puram.

DDA amends housing regulations to allow more participation in DDA housing schemes
The Delhi Development Authority (DDA) has approved an amendment in its housing regulations to allow more public participation in the DDA housing schemes if individuals or their family members do not own a flat or a plot of area above 67 sq metres in the city. As per the Regulation 7 of DDA (Management and Disposal of Housing Estate) Regulations, 1968, only those persons would be eligible for allotment of DDA flats who or their family members do not own a flat or land in Delhi. This has been restricting the demand for DDA flats significantly. The amendment will be sent to the Ministry of Housing and Urban Affairs for approval and notification of the proposed amendements.
As per an official statement, the number of waitlisted allottees will be equal to the number of flats offered under the housing scheme as against 25% as per the existing regulation. The unsold flats of developing areas may be offered on first come first serve basis and no condition in terms of ownership of flats shall apply to the applicants. An applicant can buy the unsold flats even though he or she may be having a flat or plot in Delhi. Also, public entities will also be eligible for allotment of such unsold flats.

79% of returned DDA flats located in Delhi’s Narela: Union minister
Union minister of state for housing and urban affairs, Kaushal Kishore, has said that around 79% of the total DDA flats in Delhi that were returned by allottees of the past four Delhi Development Authority (DDA) housing schemes, were in north Delhi’s Narela. The land-owning agency has put on sale 56,932 flats since 2014. About 15,500 DDA flats have been returned/ surrendered and remained unsold. To increase the saleability of these flats, the Authority has undertaken several remedial measures, such as improvement of transport infrastructure, construction of Urban Extension Road-II (UER-II), permitting amalgamation of flats, allotment of flats on first-come-first-serve basis and concession to the purchasers.
DDA plans to re-allot 15,000 flats in its new housing schemes
The Delhi Development Authority (DDA) has decided to launch a housing scheme in December 2021, for disposing of as many as 15,000 flats that were returned by allottees of past housing schemes. According to senior DDA officials, these flats are situated in Narela, Jasola, Dwarka and Rohini. Most of the flats are situated in Narela and belong to the Lower Income Group (LIG) and Economically Weaker Section (EWS) categories. A majority of the flats were returned by allottees of the 2017 and 2019 housing schemes.
The flats in this scheme are the ones which remained unsold in the previous DDA housing schemes. As per an official statement by the authority, these flats are being offered at the old rates or cost in relaxation of the costing policy of DDA, which is updated every financial year based on the appreciation or depreciation of land cost or building, as the case may be. The flats at Narela sub-city are being offered after taking several remedial measures in terms of improvement of infrastructure, security and connectivity based on suggestions, feedback of the allottees, residents of the area.
