ARHCs: Objective
ARHCs plan on offering decent accommodation to the poor at a very affordable price. Under this scheme, the government aims to construct houses on vacant lands. This scheme will cover all statutory towns, areas of development, special area development, notified planning areas, and industrial development areas. ARHCs will be supervised by respective states and ULBs, and have a project period of 25 years from the date of commencement.

ARHCs will be implemented through the following two models:
Model 1: Vacant government-funded houses will be converted into affordable rental housing complexes under Public-Private Partnership.
Model 2: Private or public entities will construct, operate, and maintain affordable rental housing complexes on their own vacant lands.

Features of the ARHCs Scheme
- Affordable rental housing
Around 1.3 lakhs government-funded houses across the country will be allocated to the beneficiaries and will be converted into rental housing complexes.
- Concession agreements
The conversion of houses into rental complexes will be done through concession agreements. States and union territories will invite bidders to choose concessionaires. They will repair the houses by renovating the rooms and filling infrastructural gaps, such as septage, water, sanitation, road and electricity.
- Special incentives to entities
Several incentives will be given to private or public entities to develop and operate ARHCs, and they are as follows:
- Concessional Project Finance under Affordable Housing Fund (AHF) and Private Sector Lending (PSF).
- Some relief in tax and GST on any profit and gains from ARHCs.
- Single window approval of ARHC within 30 days.
- Trunk infrastructure up to the project site.
- Municipal charges are at par with residential property.
- ‘Use Permission’ changes, if needed.
- 50% free additional FAR (Floor Area Ratio) and FSI (Floor Space Index).

Technology innovation grant
Under this scheme, an expenditure of Rs. 600 crores will be provided to the projects for construction by using identified innovative technologies.
Special preference
Special preference will be given to individuals belonging to Scheduled Tribes (STs), Scheduled Castes (SCs), and Other Backward Classes (OBCs), widows and working women, and the differently-abled.
