Dehradun smart city project: All you need to know

“Dehradun’s inclusion in the list of smart cities will open up new avenues of its development, giving a further boost to tourism,” the then state urban development minister, Madan Kaushik had said, after the announcement was made in Delhi. Even though the state capital is currently struggling with the dug-up roads and debris accumulated in various parts of the city due to the Dehradun smart city works, there have been improvements in the delivery of public services, due to the smart city programme.

In 2018, the centre said that the state received Rs 22 crores to implement the Dehradun Smart City project. Here are the key facts that you need to know about Dehradun smart city.

The Mussoorie-Dehradun Development Authority (MDDA) has prepared the plan for the Dehradun smart city project.

Under the Dehradun smart city project, the city’s infrastructure will be upgraded, to improve drainage and sewage facilities. The plan also includes smart toilets, electricity and water supply systems. With an aim to incorporate green practices, a six-storeyed building with all district-level offices is proposed to be constructed by December 1, 2021. The estimated cost of the complex is Rs 187 crores. The city also wants to procure 30 electric buses to improve transport facilities. A charging station is also being planned for this. Smart schools are also planned under the Dehradun smart city mission.

Dehradun to become smart city by 2021-end

The district administration has kept a deadline of 2021-end, to complete all smart city project-related works in Dehradun. However, with the Coronavirus-induced lockdowns affecting works, the city may find it difficult to meet this deadline even though Dehradun Smart City Ltd has been instructed to expedite the work.

“The work of Dehradun Smart City has been carried out at a fast pace, except during the COVID-19 period. The works will be carried out at the same pace in future, as well. When Dehradun was selected under the Smart City Mission, then, it was at number 100 and eventually, it stood at number 13 in the progress of work,” said the then Uttarakhand chief minister Trivendra Singh Rawat, in October 2020.

Dehradun Smart City Ltd to act as implementing agency

For implementing the smart cities project, Dehradun Smart City Limited (DSCL), a special purpose vehicle (SPV), has been incorporated under the Indian Companies Act, 2013. DSCL receives funds from the centre and the Uttarakhand government for the development of Dehradun as a smart city. The Uttarakhand government appointed Ashish Srivastava the CEO of Smart City Dehradun in 2021.

Residents in Dehradun can pay their property tax, along with their utility bills, using the same login on the Dehradun smart city website. For this, citizens will have to create an account on the Dehradun smart city website.

In April 2021, the Uttarakhand government issued a mandate that people travelling to the state from outside, would have to register on the Dehradun smart city Portal at smartcitydehradun.uk.gov.in. Only after registration on the portal, would they be allowed to enter the state. Tourists visiting the state have to register themselves on the Dehradun smart city portal and submit their COVID-19 negative test report along with hotel booking documents before starting their journey. This move by the city administration has been launched in view of the Coronavirus pandemic.

“It is mandatory for tourists, devotees and others coming from outside the state to register on the smart city portal and entry is allowed only after registration; RT-PCR negative report not older than 72 hours is necessary. People returning to the state have to undergo a seven-day quarantine,” the Dehradun DM said.

Dehradun awarded best smart city in 2020

In 2020, the Dehradun smart city project was awarded the best smart city among the cities which qualified in phase-3 of the competition. The competition was organised by the union Urban Affairs Ministry among 100 smart cities for the year 2020. Dehradun was also awarded in the water projects category for providing clean drinking water to the residents and water meter system. In 2021, too, the Dehradun smart city was also awarded for its supervisory control and data acquisition at the National Water and Sanitation Innovation Summit.

In fact, 24 water ATMs have been installed at various locations in Dehradun as part of the Smart City Dehradun project. The project to install water ATMs in Dehradun was completed on under a public-private partnership. These ATMs are mostly installed at busy public places, like the railway station, the iconic clock tower, etc.

Note that the Dehradun smart city project uses the energy saved cost sharing model to increase pumping accuracy of water supply. The technology will help save the Dehradun smart city Rs 35 crores in 10 years.

Dehradun smart city control centre, Sadaiv Doon, launched

Under the Dehradun smart city project, the Dehradun Integrated Command and Control Centre – Sadaiv Doon – was made fully operational on January 30, 2021. Under the project, over 500 cameras have been installed at 200 places in Dehradun, with an intent to manage traffic.
