Under the Kerala Water and Waste Water Ordinance, 1984, the Public Health Engineering Department was converted to form the Kerala Water Authority (KWA), for the development and regulation of supply of water and waste water collection in Kerala. Later, the Kerala Water Supply and Sewerage Act, 1986, replaced the ordinance, which vested with the KWA the rights, assets and liabilities of the Kerala State Rural Development Board and the local bodies for executing water supply and sewerage collection.

How do I register with KWA?
To register with the Kerala Water Authority, click on ‘Consumer Profile’ > ‘Click here to login’. You will reach http://59.92.70.120:93/kwasso/ where you will have to login with a username and password.
If you are new user, click on ‘register now’ and enter all the details including name, consumer ID, consumer number, mobile number, email, Aadhaar number, password and confirm password, to register with the Kerala Water Authority.

Kerala Water Authority: The new initiatives
The KWA has launched six IT-based initiatives that will further offer end-users with easy access to services, including Kerala Water Authority bill payment. Roshy Augustine, the water resources minister, on June 21, 2021, launched these initiatives that consumers can access from their homes. These include:
- Revamped KWA website
- Aqua Loom
- SMS alert services
- Service Interruption information system
- Contract licence management system
- E-filing system implementation
Kerala Water Authority bill payment charges
The KWA charges are based on consumption of water for domestic purposes, non-domestic purposes and industrial purposes.
In case of domestic consumption for up to 5,000 litres of water consumption per month, the charges are Rs 4 per KL with a minimum Rs 20. Similarly, for 30,000 to 40,000 litres of water consumption per month, the charges are Rs 12.00 per every 1,000 litres for the entire consumption. Water charges are not collected from the BPL families, whose consumption is up to 15,000 litres per month. For flats, there is a fixed price of Rs 50 per dwelling unit.
In case of non-domestic consumption, for up to 15,000 litres of consumption per month, the tariff is Rs 15 per KL with minimum Rs 150. For above 50,000 litres of water consumption per month, the tariff is Rs 1,100, plus Rs 40 per every 1,000 litres in excess of 50,000 litres.
In case of industrial consumption, the fixed charge is Rs 150 and the tariff is Rs 40 per KL with a minimum of Rs 250.

Note that these are base rates and 5% is added to the water bill from April 2021.
The Coronavirus pandemic has had a severe impact on the KWA’s revenue, too. According to reports, as of April 2021, consumers owe the KWA Rs 2,067.25 crores, as part of the water bill payment with the largest share being that of non-domestic consumers, followed by domestic consumers.

How do I get my KWA receipt online?
You will get your KWA receipt online, upon paying the Kerala Water Authority bill. Once done with the payment, you will get the acknowledgement, which you can take print out of. To get your last receipt, go to https://epay.kwa.kerala.gov.in/last-receipt.
You will have to enter your registered mobile number and press on ‘send OTP’. Once you enter the OTP you will get your last receipt.
Kerala Water Authority bill payment: SMS alert services
With the newly launched SMS alert services, consumers will be alerted with all the billing information through SMS, on the registered mobile number. On completing the Kerala water bill payment, consumers will be sent a receipt acknowledgement on their registered mobile numbers.
Additionally, as part of the newly launched Service Interruption Information System, consumers will be alerted with information regarding water supply interruptions through SMS.

For Kerala Water Authority online payment, log in to https://kwa.kerala.gov.in/. You will see the ‘Services’ tab on the home page. Clicking on it will lead to a new page, showing many options. Select ‘online services’ from them. For the Kerala Water Authority bill payment, you have two options – ‘Quick Pay’ and ‘Pay using BBPS’.
If you choose KWA quick payment, you will land on a page as shown in the picture below.
First, you need to view the bill details by entering the consumer ID and consumer number mentioned in your water bill or by entering your registered mobile number. After this, click on proceed. You will be able to see the bill.
Below this you have to enter your email ID, where you will receive the Kerala Water Authority bill payment receipt for the payment that you have made.
Below this you will see payment options where you have to check the ‘Bill Desk’ option after which you can see the ‘Make Payment’ button, which you have to click. You can make the KWA online bill payment using various options, including credit card, debit card, internet banking, online wallets and cash cards.
After the payment, you will receive the acknowledgement and the receipt of your Kerala Water Authority bill payment.
In addition to ‘Quick Pay’, on the KWA online services portal, you can view your last receipt and register or change the phone number and also seek support.
You can also choose ‘Pay using BBPS’ to pay your bill through its partners.

Kerala Water Authority bill payment: Other services
For other services, apart from the Kerala Water Authority bill payment, you can study, download and submit the applications, along with supporting documents of proof to the Kerala Water Authority offices. These services include:
Category conversion: You can convert the category of water connection from domestic to non-domestic or vice-versa, for which the Kerala Water Authority bill payment is done, if the consumption manner changes or due to change in occupancy that results in change in consumption. Water meter: Meters are crucial as on their basis, the invoice for the Kerala Water Authority bill payment is generated.
Meter replacement: In case of a meter damage, the user has to inform the assistant engineer of the same in writing. The consumer shall repair or replace the defective water meter within 30 days after receiving a notice from the Kerala Water Authority at his cost. In case of a default, after expiry of the notice, a surcharge of 25% on the monthly water charges will be levied in the first month. For the next two months, a surcharge of 50% will be charged and after this a 100% surcharge will be levied. If no action is taken and the default continues, the authorities are allowed to disconnect the water supply.
Meter theft: In case of a meter theft, inform the Kerala Water Authority and file an FIR at the nearest police station. Then, submit a letter to the assistant engineer of the Kerala Water Authority, supported by a copy of the FIR, to restore the water services.
Meter testing: If you think there are any meter issues in your Kerala Water Authority bill payment, you have the option to get your meter tested. Download the form from https://kwa.kerala.gov.in/service/meter-related/ or directly take a print from https://kwa.kerala.gov.in/wp-content/uploads/2020/08/meter-testing.pdf and submit it to the authority. A variation of plus or minus 10%, if found, will be adjusted in your next Kerala Water Authority bill payment.
New connection: If you are applying for a new connection for domestic consumption with the Kerala Water Authority (KWA), submit the application to the assistant engineer directly or through a licensed plumber, with original documents like proof of ownership , residential certificate issued by local body, Aadhaar card, copy of ID proof, two stamped envelopes, dimensional sketch of proposed connection and estimate of the cost work.

Change of ownership: Submit the written application in the form to the assistant engineer, with the copy of the ownership certificate. The change is allowed after clearing all dues related to Kerala Water Authority bill payment. The ownership transfer charges have to be paid and a fresh water supply agreement is executed on a stamp paper worth Rs 200. Also, if the meter is faulty, the new owner has to replace the meter. An owner has to pay Rs 20 as a fee for this service. Water connection alteration: Any water connection alteration (internal / external) has to be within the permissible conditions of the Kerala Water Authority. First, fill the form and approach the assistant engineer for his approval. Alterations are allowed after this only. Water disconnection/ reconnection: According to the Kerala Water Authority, water connections can be disconnected temporarily for a minimum of three months and maximum of 12 months, by providing an application form to the assistant engineer along with remittance of an application fee, disconnection fee and all dues. Note that the Kerala Water Authority can disconnect connections if:
- Wrong details are provided while applying for the Kerala Water Authority water connection.
- Kerala Water Authority bill payment is not done.
- Illegal use and wastage of water provided by the Kerala Water Authority.
- Demolition of a building.
- Water shortage.
A request to reconnect the water supply will be acknowledged on official request by the user to the Kerala Water Authority and doing all the Kerala Water Authority bill payment.
Kerala Water Authority bill payment: Customer grievance redressal
To lodge any complaint, including that about the Kerala Water Authority bill payment, a consumer has to log on to the official KWA website – https://kwa.kerala.gov.in/ and click on the complaint redressal tab that is seen on the homepage. They will be redirected to https://kwa.kerala.gov.in/consumer-grievances/ where a number of options are available, to file the complaint.
One can also register complaints on the newly launched platform, ‘Aqua Loom’, that is a result of the combined effort of the Kerala Water Authority and the MCA Department, TKM College of Engineering, Kollam.
Log on to http://117.247.184.204:85/KWA_KLM/ to register complaints and monitor its status at every level. The respective authorities can also track the complaints registered at various levels.
To lodge a complaint, click on the ‘Register complaints’ tab that is highlighted in red. You will reach the page as shown in the picture below.
Select the District, Assembly constituency and then the Panchayat/ Municipality/Corporate Division. Next, select the category from water leak, water shortage, water charge related, JJM related, sewerage complaints and others. So, if you have any complaint with respect to Kerala Water Authority bill payment, you can select ‘water charge related’ tab or ‘others’ tab and continue with giving a description about your problem. Next, enter the landmark, your name and mobile number and press confirm. Once these are done, you will get a confirmation that your complaint is registered and you get a docket number.
To search for your complaints, click on the ‘Search complaints’ tab that is highlighted in green. On clicking you will reach the page as shown in the picture below.
Enter the docket number that you received on confirmation of your complaint or your phone number and click on search. You will get the status as shown in the picture below.
