Set up by the Revenue and Disaster Management Department of the Assam government, Dharitree Assam or ILRMS Assam enables smooth transfer and registration of land and property in Assam. (Note: It is also sometimes spelt as Dharitri Assam, even through the formal spelling is Dharitree). The Dharitree Assam portal is also an attempt at ‘ensuring interconnectivity among the revenue circle, sub-registrar, deputy commissioners’ offices and the directorate of land records’. The ILRMS Assam or Dharitree Assam (Dharitri Assam) portal is an attempt by the state government to integrate the details pertaining to land, such as transfer and registration of land, updating of land records such as mutation, partition, conversion and reclassification, and land revenue collection.

The Dharitree Assam (Dharitri Assam) portal of the Assam government has four key purposes. It acts as:
- The online medium for issuing NOC for the transfer of immovable property, as required under Section 21A of the Registration Act.
- The online system for updating of land records.
- The online system for registration of properties.
- The online system for land revenue collection.

How to check Jamabandi Assam on Dharitree Assam?
Step 1: Visit the official land records site in Assam, https://revenueassam.nic.in/ Dharitree Assam portal to know Dharitree Jamabandi Assam.
Select the Dharitree option and click on the proceed button for Dharitree Jamabandi Assam.
Step 2: The page that now opens will ask you to select your district, circle and village or town name to proceed with the search on Dharitree Jamabandi Assam.

Step 3: Now, select the options to proceed as shown in the image below.
Step 4: The new page that now opens will offer you the option to search for land records in Assam by dag number, patta number or pattadar name. Select an option of your choice.
Also note that you have to provide the dag number, the patta number or the pattadar name using the virtual key provided on the portal. You cannot use your computer’s keyboard for this. You will have to key in the captcha number, before you can hit the ‘search’ option on your screen.
The page will now show you the pattadar details. (In our example, we have searched the land records using the pattadar name.)

How to get land records in Assam offline?
If the name of the village does not appear in the list provided on the Dharitree portal, you have to contact your circle office, to get the land records. This is because land records of all the villages in the state have not yet been digitized – more than 26,000 village maps in Assam have been updated on the Dharitree portal. To get a physical copy of land records or Bhulekh in Assam, visit the circle office and submit an application for the same.

What if your land information is not available on Dharitri Assam portal?
In case you are not able to find your land records on the Dharitri portal, you will have to pay a visit to the tensildar office concerned or circle office to find out the information. This is because there there are several villages for which no cadastral map is available. A cadastral map is one that shows aerial topography of a location along with certain customization as per the given specifics like survey number, dag number or khata number.

What is dag number in Assam?
As is true of all states, land parcels in Assam have also been allocated a unique identity number known as dag number. Land records in Assam can be searched using this dag number. This unique land identity number is known as khasra in northern states.
What is patta number in Assam?
When the rights of a land parcel are transferred by the owner to another person for a specific period though a lease, a patta document is used, to formalise the process. The patta number is a legal identity proving land ownership. In fact, in January 2021, prime minister Narendra Modi launched a special programme of the Assam government to distribute land patta or land allotment certificates to over one lakh landless, indigenous people, after a government panel said 90% of people in Assam did not have legal documents to prove land ownership. The Assam government plans to allocate a total of 2,28,160 land pattas in 4.5 years. The prime minister launched the process of allocation of pattas to 1.06 lakh people on January 23, 2021.
