A Patta is a revenue record of a piece of land. It is issued by the government and is also known as the Record of Rights (ROR). The Patta includes the Patta number, name of the district, taluk and village, owner’s name, survey number and subdivision, wetland/dryland, area of land and tax details. This land revenue document contains details about the area, size, ownership of the property. These details are maintained by the Village Administration Officer and the nature of land- whether dry or wetland is mentioned.

A Patta is applicable only for land and not for apartments. However, you may have a Patta for the land on which the apartment is built. Given that the land on which an apartment building stands is divided among different owners, commonly known as the undivided share (UDS), usually, a Chitta Patta is not issued in this case.

In Tamil Nadu, one can now get the EC patta chitta certificates online. For obtaining online Patta document, citizens can visit the Tamil Nadu Patta Chitta website of the department of Survey and Settlement, Government of Tamil Nadu  https://eservices.tn.gov.in/eservicesnew/index.html.

One can apply for the encumbrance certificate or EC online by visiting the TNREGINET portal. The encumbrance certificate, also called as villangam certificate is a document that helps in knowing if an entity who is not the property’s original owner has any control over the property. It includes all the transactions registered pertaining to the property for a specified period.

The Tamil Nadu land survey department website enables the citizens in Tamil Nadu to get eServices. You cannot change the name on the Patta online. This is possible only by making a physical visit to the village administration office. When at the office, ask for the relevant form. Keep handy the sale deed, tax receipts, electricity bill and encumbrance certificate, as you may need to show these.  Fill the form and submit the signed form, with the documents. It may take up to 30 days for the changes to reflect and a new Patta to be issued.

Is Patta Chitta required for flat sale/purchase?

Patta Chitta is a legal document that is required in land-related transactions. This means that a building builder must be in possession of this document when constructing a housing project. However, individual buyers are not provided with patta chitta documents.

How to transfer Patta Chitta?

In case a land owner dies without leaving behind a Will, the heir apparent can get the patta chitta transferred to their name. In case the late owner has left a Will, his legal heirs can get the patta chitta transferred in their names after mutual consultation under the succession law. If the land is sold, the patta chitta is transferred in the name of the buyer.

You must apply for the transfer of Patta. The application needs to be submitted in the respective tehsildar’s office. Do carry photocopies and original documents of the sale deed, tax receipts, electricity bill and encumbrance certificate, when applying for transfer of Patta Chitta.

Patta Chitta: Beware of fake documents

In 2018, Tamil Nadu’s Registration Department came up with the idea to phase out paper-based Pattas and introduce geo information system (GIS) based registration in which land would be marked using geo coordinates. The facility was added in an updated version of the Simplified and Transparent Administration of Registration (STAR 2.0). Apart from paperwork being reduced drastically, it addressed the problem of fake Pattas. In Tamil Nadu, fake Patta Chitta adangals have been a problem, with cases cropping up every now and then. The authorities are taking steps to prevent instances of use of fake Chitta Pattas. An aggrieved person can file a declaratory petition under Section 34 of the Specific Relief Act,1963 before the relevant court.

Digitisation of Adangal

Adangal refers to the basic land register that is maintained by the Village Administrative Officers (VAOs) for each village. The document captures data such as season-wise crops cultivated by the farmers, its yield, irrigation source, etc. Until 1428 fasli year (2018-2019), the Adangal was being manually written by the VAOs. To ease the process of making entries in the Adangal and its maintenance, the government has undertaken the digitisation of Adangal. The web-based e-Adangal application portal was launched in 2018 while the mobile application was launched in 2019. The e-Adangal application enables farmers to make entries of crop and capture data required by the government.

Integrated land document to be introduced for farmlands

In September 2021, the Tamil Nadu Government announced that it will introduce an online service to provide an ‘integrated land document’ containing details of four related documents namely A-register, chitta, field measurement book and adangals. This move is aimed to help farmers and farmland owners in the state.

There is a facility to obtain details of A-register, chitta and field measurement book online separately, and e-adangals with the details of land use and crops cultivated. Now, ‘integrated land document’ containing the details of all the four documents would be provided online.

Also, the government announced that it would introduce an online service that will help those possessing pattas to apply for surveying and pinpointing the boundaries of their land. Until now, they would have to go to the Tahsildar office or apply through the Common Service Centres to get this service.

TN government launches web portals of revenue dept

Chief Minister of Tamil Nadu, M K Stalin, recently launched the web portal of the Commissionerate of revenue administration https://www.cra.tn.gov.in/. The website will enable citizens to check details of various social security schemes and the government orders. The portal also allows users to get online services including applying for e-certificates and e-adangal. The government also unveiled portals for sub-collectors and village administrative officers.
