The major role of E Swathu Karnataka is to maintain the records of ownership and physical details of properties under each gram panchayat jurisdiction. Updating of details, in case of inheritance, transfer of ownership or gift of property, acquisition of land for government projects, court cases, restrictions, liabilities, etc., is also done on the E-Swathu platform. There are two documents available on E-Swathu:

- Form 11
E-Swathu: What is Form 9
Form 9, also known as A-Khata document, is created by the gram panchayat, specifically for non-agricultural properties under their jurisdiction. For a gram panchayat to issue Form-9, the property should fulfil the following conditions:
- It should be legally converted to a non-agricultural property by the Revenue Department Office concerned, as per the Karnataka Land Revenue Act, 1964.
- It should have sanctions and approvals for plans under the Town and Country Planning Act from the government department concerned.
- It should be verified by the tahsildar and its location within the gramathana of the village confirmed, via a sketch.
- It should be issued to beneficiaries of the Basava, Ambedkar and Indira Awaas Yojana government housing schemes.

Form-11 is also issued by the respective gram panchayat offices for non-agricultural properties under their jurisdiction. It is issued under the Karnataka Panchayat Raj (Grama Panchayat Budgeting and Accounting) Rules 2006 (Rule 30, Amendment Rules 2013). Form 11 is an extract from the Register of Demand, Collection and Balance of land and building.

While the applications are filed offline at the gram panchayat office, all forms and extracts are issued online through E-Swathu portal. These forms are digitally signed by the Panchayat Development Office (PDO) and do not require the ink signature of any official. You can view Form-9 and Form-11 of your property online on the E-Swathu portal, by following the procedure mentioned below:

September 8, 2021: More than 700 gram thana sites have been found to be illegally registered by two sub-registrars in one of the biggest land registration scams, mentioned in a report by The Hindu. The land sites in Hesaraghatta and Yelahanka hoblis in Yelahanka taluk in Bengaluru Urban district, were found to be registered illegally without getting the computerised E-Swathu Form 9 and Form 11 A or 11 B. In the investigation, it was found that between June 28 and July 5, 2021, close to 731 sites were illegally registered in the Kacharakanahalli SRO. However, this illegal practice is not restricted only to Kacharakanahalli SRO but is prevalent in the outskirts of Bengaluru too.
As part of the malpractice, SROs ignored the need for computerised Form 9 and Form 11 A or 11 B, which carries the panchayat development officer’s digital signature. It is alleged that they deliberately did not verify the online property information from the e-Swathu portal, thus, going against the government orders issued in 2013 and 2014. Also, these gram panchayat sites were registered without the sale deed which is crucial under Kaveri e-Swathu, to prevent fraudulent activities. Additionally, many documents were registered as bhoomi/agriculture land, so that they do not appear in the e-Swathu data.
E-Swathu faces glitches
September 1, 2021: Property registrations coming under gram panchayats across Karnataka have been disrupted in August 2021, as the e-Swathu, with the e-Swathu portal being migrated to a new secure platform by the Rural Development and Panchayat Raj (RDPR) Department. According to the Revenue Department, the migration happened without the knowledge of the Stamps and Registration Department, resulting in the disruption. Apparently, the RDPR Department changed the URL from HTTP to the more secure HTTPS, without informing the Revenue Department and the National Informatics Centre.
