The Andhra Pradesh Capital Region Development Authority Act of 2014 created the Andhra Pradesh Capital Region Development Authority (APCRDA). This Authority was created for planning, execution, supervision, financing, funding, promotion, and securing planned development of the capital development area. The jurisdiction of the CRDA is the AP capital region, an 8,603 as km area that includes Amravati and surrounding areas like Vijayawada, Guntur and Tenali. The CRDA was revived on December 13, 2021 after the Andhra Pradesh Decentralisation and Inclusion of All Regions Repeal Act 2021 was passed by the AP state legislature. Ms K Vijaya is the current commissioner of the AP CRDA.

History of CRDA

The VGTM Urban Development Authority (VGTM UDA) was formed in 1978 and expanded to include over 1,954 sq kms. The AP CRDA preceded the VGTM UDA after the bifurcation of Andhra Pradesh. The APCRDA was then defunct and the Amaravati Metropolitan Development Authority was formed.

The Andhra Pradesh Capital Region Development Authority Repeal Act 2020 was then passed, and the Andhra Pradesh Capital Region Development Authority 2014 was revived. With this, the AP Metropolitan Development Authority again transferred its responsibilities to the APCRDA. Its primary purpose is to assure planning, coordination, execution, finance, and funding and promote and secure the capital region’s planned development. The APCRDA, chaired by the chief minister, has its independent set of duties and functions.

APCRDA: Duties and functions

• The APCRDA is responsible for overseeing all activities, from idea creation to future capital region administration in Andhra Pradesh.
• The APCRDA’s tasks include formulating and executing developmental schemes, such as land pooling, town planning and development of particular areas.
• The bill establishes a capital region development fund with an initial capital contribution of Rs 1,000 crores to administer the Act.
• The CRDA is empowered to establish a revolving fund with a capital value of Rs 250 crores, for the development of amenities and infrastructure in the capital area.
• The law vests the APCRDA with unlimited authority to buy, sell, transfer, or issue licences or otherwise alienate the Authority’s right to use or occupy property for development or redevelopment.

APCRDA: Land pooling Amaravati

The state government adopted the concept of land pooling to set up the capital of Andhra Pradesh in Amaravati. Over 25,000 farmers and landowners were requested to pool their land to form the capital. In return for their land, the state government has promised them developed residential or commercial plots in the corresponding ratio of their land according to the set guidelines.

According to the APCRDA, the new capital city will be developed on a greenfield site of 217.23 sq kms within the Capital Region. The capital region will comprise of 8,603.32 sq kms, including forest and hills, straddling both sides of the Krishna River in Krishna and Guntur districts.

APCRDA: Brief model of the futuristic city

It contains a government complex modelled after New York’s Central Park, 27 townships, navigable rivers, and nine themed ‘mini-cities’. By 2050, it is expected to have a population of 3.5 million people. The engineering and design phases have been completed, and construction is underway.

The city will be powered entirely by solar energy to achieve total environmental sustainability. The incorporation of the city’s planning will help reduce traffic congestion and automotive pollution. All required and emergency services, such as hospitals and schools, will be within a 5-minute walk of every given home; open and recreational areas will be within a 10-minute walk, and work will be within a 15-minute walk of any shared house.

Dr Sreedhar Cherukuri, the Commissioner of the Andhra Pradesh Capital Region Development Authority (APCRDA), has said that 53% of the project’s first phase has been finished. Phase I would consist of government housing and basic infrastructures like roads and electricity distribution, and it will cost around Rs 50,000 crores. According to Cherukuri, the construction of the whole metropolis is projected to cost Rs 1 lakh crores.
