Union home minister Amit Shah, on December 6, 2020, laid the foundation stone for the ‘Delhi CycleWalk’, a dedicated 200-km track for cycling and walking. “It will reduce air pollution of Delhi by at least 20% and green commuting will now be possible in the city,” Shah said. The move will usher in an era where green transportation like cycles will become fashionable and will be widely used, he said. Around 11 lakh people in the city commute on bicycles at present and efforts should be made, to increase this number to 50 lakh, which would make a major difference in Delhi’s traffic and pollution levels, the minister added.

According to the Delhi Development Authority (DDA), the project seeks to make the city more walkable and environment-friendly and its total cost is estimated to be Rs 550 crores. “While the whole network, over the years, shall exceed 200 kms, in phase 1 it will be 36 kms. There are three lines chosen for fast and quick adaptation. Also, these areas have abundant forests, dense residential areas and workplaces in close proximity,” the DDA said. The three lines are:
- Nilgai Line: Badarpur to Malviya Nagar metro station (20.5 kms).
- Peacock Line: Malviya Nagar metro station to Vasant Kunj Mall (8.5 kms).
- Bulbul Line: Chirag Dilli to Nehru Place and ISKCON Temple.
Union urban development minister Hardeep Singh Puri said the corridor will loop around the city like a ring and connect with metro stations, bus stands, high density residential areas, business districts and industrial, recreational and educational districts. “The CycleWalk will also connect all master plan greens and make Delhi a city of connected forests and lakes, with the objective to promote a healthy lifestyle and provide last-mile connectivity. This will become a safer and greener alternative that would reduce vehicular traffic in the city,” he tweeted.

March 11, 2019: The Delhi Development Authority (DDA) had recently approved a draft policy for ‘enhancing walkability’ in the city. Under this initiative, several sites shall be taken up on a pilot basis, including Old Delhi Railway Station, New Delhi Railway Station, Chandni Chowk, ITO Junction, Delhi University (north and south campuses), all ISBTs, Hauz Khas-IIT Delhi, Nehru Place and Lajpat Nagar, a senior official said. Other places are Uttam Nagar crossing, Bhikaji Cama Place, Karol Bagh, Saket-Malviya Nagar, Kamla Nagar, Lakshmi Nagar, Sector-21 Metro Station, Dwarka and Adhchini on Aurobindo Marg, he said.
The DDA said after various meetings and discussion with civic and urban bodies and the Delhi Metro, a draft policy on the initiative was prepared and it was shared with local bodies – PWD, Delhi Traffic Police and other authorities. The initiative seeks to provide or improve pedestrian infrastructure, so that more people walk across the city for leisure or health reasons. “It will include strengthening of existing pedestrian infrastructure in areas where it is ill-maintained or inadequate and development in areas where it is not presently available,” the official said.

Provision of barrier-free footpaths and creation of a continuous pedestrian network, as per principles of universal design, including integration with existing public places, parks, green areas and open spaces, will also be part of the initiative. Pelican crossings near schools and other major pedestrian crossings which cater to children, elderly and infirm and street furniture such as benches and other seating facilities, garbage receptacles, signages giving information regarding directions, location of various public utilities, will also be provided, officials said.
However, experts cautioned each city has a different climate and cultural imprints and therefore, policies in Delhi would need to be worked out accordingly. Delhi-based conservation architect Aishwarya Tipnis, said, “It is always promising to see the government taking initiatives like this. The success would really depend on the involvement and engagement of the local community and stakeholders in the process.”

February 26, 2019: A draft policy on ‘enhancing walkability’ in Delhi, on the lines of that in Chennai, was also approved at the meeting of the Delhi Development Authority (DDA), held under the chairmanship of the Lt Governor at Raj Niwas, officials said, on February 25, 2019. “The draft policy will now be placed in public domain for three weeks, for inviting comments,” a senior official said.
The DDA said, it was felt that on the basis of the ‘Walkability Plan for city of Chennai’, Delhi should also take steps in this direction, by way of policy intervention and initiatives. This will have features like removal of encroachments from footpaths, identification of vending zones, shaded tree plantation, walkable distances, installation of street furniture and signage.

The DDA’s budget for the year 2019-20 was also presented during the event. The expenditure has been set at nearly Rs 6,968 crores, projecting a growth of 23.30 per cent over the revised budget estimate for 2018-19 at Rs 5,651 crores.
Key activities to be taken under the budget include, transforming Delhi into a world-class city and request for proposal (RFP) for developing vacant area available at Dwarka (200 ha), it said. Other activities include, construction of socio-cultural centres in Rohini, CBD Shahdara and Mayur Vihar; retrofitting of Nehru Place, Bhikaji Cama Place and Basant Lok Community Centres; promotion of sports; beautification of Delhi and heritage preservation, the statement said.
