Delhiites will be now able to get a building plan approved within 30 days, and no construction permission will be needed for plots up to 105 sq metres in the national capital, under the new building bye-laws notified on June 6, 2016.

Delhi’s home minister, Satyendar Jain, explained that an online single-window system will be created by the Municipal Corporation of Delhi (MCD) for building clearances, following which, applicants will not be required to approach different departments to seek their approval.

“An applicant will just have to fill one centralised online form. The application would automatically be forwarded to the agencies concerned like MCD, Delhi Jal Board, fire department, etc. The building certificate will be issued in 30 days,” Jain said.
As per the new building plan, municipal corporations can permit mobile towers in residential areas with due safeguards.
The Union Development Ministry had released the unified building bye-laws for Delhi and the AAP government subsequently, made amendments in the proposed building bye-laws, to simplify the procedures to get the building plan approved.
Jain said residential plots of size up to 105 sq metres, will not be required to obtain sanctions of building plans. The owners will only have to submit an undertaking about construction, along with requisite fees and other documents to begin construction.

A senior government official added that buildings with built-up area between 20,000 and 150,000 sq metres, will now be able to get an environmental clearance from urban local bodies.
“To promote green and sustainable construction practices, the unified building bye-laws for Delhi -2016, mandates that all buildings on plot sizes of more than 105 sq metres, should conform to the norms pertaining to water conservation and management, solar energy utilisation, and energy efficiency and management, for obtaining sanctions,” the official said.
The new bye-laws also include measures for ensuring safety, in terms of provisions for structural design and earthquake disaster mitigation.
“All buildings and facilities used by the public, such as educational, institutional, assembly, commercial, business, mercantile buildings, group housing, etc., shall have provision for universal design for differently abled persons, children and the elderly,” the official added.
