How many types of ration cards are in Delhi?
The distribution of food items in fair price shops is as per the quantity and quality specified in the NFSA. Ration cards are issued as per the earning capacity of an individual and there are multiple categories. They are issued depending on the total members in a family and each category determines an individual’s eligibility for rationed goods.
Before the introduction of the NFSA, state governments issued ration cards under the Targeted Public Distribution System (TPDS).
- Below Poverty Line (BPL): The BPL ration card is issued to families living below the poverty line, having BPL cards and earning an annual income of less than Rs 10,000. Every family in this category is eligible to get 10 kg to 20 kg of food grains per month at 50% of the economic cost. The rates per quantity may differ from state to state.
- Above Poverty Line (APL): Those families with APL cards, living above the poverty line and having an annual income of less than Rs 1 lakh are issued the APL ration card by the state government. Every family in this category is eligible to get 10 kg to 20 kg of food grains per month at 100% of the economic cost.
- Annapoorna Yojana (AY): The AY ration cards are given to poor people aged above 65 years.

Different types of Ration Cards under NFSA, 2013
Antyodaya Anna Yojana (AAY) Ration Card
Antyodaya Anna Yojana (AAY) is a public distribution system scheme in India started in 2000. It identifies the poorest of the poor families from among the BPL families covered under the TPDS in a state. The AAY Ration Card is issued to those without a stable income. The eligible people include unemployed individuals, women and the elderly. Each family is eligible to get 35 kg of food grains every month. Food grains are distributed to them at a subsidised price of Rs 3 for rice, Rs 2 for wheat and Rs 1 for coarse grains.
Priority Household (PHH) card
Families not covered in the AAY category come under the Priority Household (PHH) category. The state government identifies such families under the Targeted Public Distribution System (TPDS) as per the inclusion and exclusion guidelines. PHH cardholders are eligible to get 5 kg of food grains per person per month.
