As the name suggests, the Tamil Nadu Slum Clearance Board (TNSCB) is a body established to implement various housing, slum redevelopment and rehabilitation and resettlement programmes across the state. The authority was established in 1970 and worked actively in Chennai, before expanding out across the state by 1984. The TNSCB envisions slum-free cities prior to 2023 and has undertaken various in-situ tenemental schemes, in-situ plotted and infrastructure development and rehabilitation and resettlement schemes, to improve the living standards of the urban slum families in Tamil Nadu.

What is the role of the TNSCB?
Slum dwellers usually face the brunt of natural calamities like floods, fire and other mishaps. The TNSCB identifies such vulnerable households and builds tenements for them. Every tenement has a multi-purpose room, a bedroom, a kitchen, an independent toilet and access to water supply and arrangements. It is also ensured that the access to these tenements are paved with adequate street lighting and facility to ensure proper drainage.

Cost of TNSCB tenements
Each of these tenements is heavily subsidized, such that the dwellers need to pay Rs 250 only per month, for a period of 20 years. It is on a hire-purchase system and these tenements are located in areas where equitable distribution of space is not possible. Hence, existing structures are cleared, giving way to tenements.

The TNSCB is headed by the chairman with the assistance of a managing director and a joint managing director. Different departments work under them, to implement the schemes of the authority.

The chairman has the duty of undertaking the policy decisions relating to the functioning of the TNSCB. He is also the appointing authority for the cadre of assistant to estate. The chairman also has other responsibilities as the officer in non-technical subordinate service, disciplinary authority for major punishment under Rule 8(ii) in TNSCB (D&A) Rules and also decides on allotment of plots, tenements and buildings owned by the TNSCB.
The managing director is the controlling officer for technical and non- technical functions of the board.

Private participation helps Perumbakkam tenement dwellers
While the authorities bring out schemes for the poor, private participation remains crucial. In Perumbakkam, for example, the TNSCB tenement residents have themselves begun installing CCTVs, estimating the water quality, fire escape plans and also raising awareness on the segregation of waste in their area. In Perumbakkam, there are 158 TNSCB buildings with 93 homes each and most of them have resident welfare associations, although these are not registered. These associations have undertaken many progressive steps to ensure the safety and welfare of TNSCB residents.
Pension and security benefits not reaching the beneficiary
Unfortunately for some beneficiaries, the benefits do not reach them. Some tenement residents have complained that the elderly pension and benefits for the disabled and the widows have not been released. The authority has said that to battle such problems, they have been conducting many awareness programmes for the residents.

New houses to be developed by Slum Clearance Board
The minister for Rural Industries and Slum Clearance Board, TM Anbarasan, recently announced that as many as 20,000 homes will constructed in place of dilapidated houses, at a cost of Rs 3,200 crores in the coming five years. About 288 housing quarters will be developed under the MGR Nagar project at an estimated cost of Rs 45.31 crores, whereas 192 houses will be built in Old Vyasarpadi at an estimated cost of Rs 33.16 crores. The homes in the MGR Nagar project will be developed over 411 sq ft, whereas the plinth area of the project at Old Vyasarpadi will be 400 sq ft.
TNSCB releases ‘Resilient Urban Design’ framework
Realising the issues with its existing approach and proposing better housing solutions, the TNSCB recently released the ‘Resilient Urban Design’ framework (RUDF). The document mentions that due to the Board’s existing approach, there were ‘monotonous blocks’ with its unintended residual spaces being allocated for social amenities and common areas. The Board has promised to improve the design quality of its projects and focus more on ensuring a better living experience, based on the RUDF.
The RUDF emphasises on the importance of mixed-use clusters, involving a mix of residential, commercial and cultural structures, as well as functioning commercial, institutional, social and relevant livelihood establishments.
