As more people migrated to the national capital, causing immense pressure on its infrastructure and residential landscape, it became important to develop the nearby areas, to accommodate this population. It is with this aim that the National Capital Region Planning Board (NCRPB) was established. The Board was constituted in 1985 under the National Capital Region Planning Board Act, with the concurrence of the participating states of Uttar Pradesh, Haryana and Rajasthan.

Functions of the NCRPB
Under Section 7 of the NCR Planning Board Act, the functions of the Board include:
- To prepare the regional plan and the functional plans and to arrange for the preparation of sub-region plans and project plans, by the National Capital Territory and the other participating states.
- To coordinate the implementation and enforcement of the regional/functional plans, as well as sub-regional/project plans through the NCT of Delhi and the participating states.
- To ensure that the NCT Delhi and the participating states follow systematic processes with respect to project formulation, priorities for the NCR or its sub-regions and phased development of the NCR, as per the regional plans.
- To arrange for and oversee the financing of development projects in the NCR through funds from the centre, the state and other revenue sources. The NCRPB provides financial assistance to state governments and implementing agencies out of the NCRPB Fund, set up under Section 22 (1) of the NCRPB Act, 1985.

NCR Regional Plan 2021
The NCR Regional Plan 2021 was notified in September 2005, to develop the entire NCR as a region of global excellence, amid growing population in the region. The population of the NCR is projected to touch 641.38 lakhs in 2021. It is expected that the population of NCR-Delhi sub-region would be 225 lakhs by 2021 and 163.50 lakhs, 49.38 lakhs and 203.50 lakhs for the Haryana, Rajasthan and Uttar Pradesh sub-regions, respectively.
The NCR Regional Plan 2021 aims to promote economic growth and balanced development of the region, through the following measures:
- Providing a suitable economic base for growth, by identifying and developing regional settlements capable of absorbing the economic development of Delhi.
- Providing efficient and economic rail and road transport networks that are integrated according to the land use patterns, to support balanced development in such settlements.

- Minimising the adverse impact on the environment, as a result of development of the NCR.
- Developing urban settlements with infrastructure such as power, communication, transport, drinking water and sewerage that are at par with the facilities in Delhi.

The thrust areas of the Regional Plan – 2021 for NCR mainly include:
- Harmonious usage of land at the regional level, based on a careful study of the region’s natural features, socio-economic activities and susceptibility to natural disasters.
- Development of metro and regional centres, to drive growth.
- Providing regional transport linkages and mass transport systems.
