Complete digitisation of revenue records by December 31: Maharashtra revenue minister

[ecis2016.org] In a push to improve transparency, Maharashtra’s revenue minister has asked all village-level revenue officers to expedite the process of digitisation of land and property records and complete it by the end of 2016

Maharashtra’s revenue minister Chandrakant Patil, has asked all talathis (village-level revenue officers) in the state, to complete e-mutation work of revenue documents by December 31, 2016.

Patil also directed the district collectors to provide modern laptops and printers for the purpose through District Planning and Development Council’s budget.

The minister held a video conference with all the divisional commissioners in the state, regarding a review of the e-mutation work, in which the revenue documents are updated digitally. Earlier, the entire procedure was done manually, leaving huge scope for corruption. The documents include ownership of land, property like flats, lease agreements and securitisation with some financial institutions.

All the revenue records from 1995 have been digitised and any change in its ownership and holdings is now done digitally. The talathis, who have been using laptops for the last one decade have often complained about the heavy size of the documents and slow internet speeds in rural and remote areas.

Patil stated that the district collectors should set up work stations equipped with high-speed internet in tehsildars’ offices across the state, where talathis from a particular tehsil will be given specific dates to visit the office and use the workstations for their work. The talathis will work in rotation, so that people will benefit, the minister said.
