West Bengal government to pay land sellers only via cheques

[ecis2016.org] The West Bengal government has decided to make payments via cheques, instead of the Direct Benefit Transfer to land sellers, to deal with the problem of sellers not turning up in government offices at the time of registration

A notification issued by the West Bengal Finance Department, on December 19, 2017, said that to ensure the presence of rayats/sellers at the Additional District Sub-Registrar (ADSR) office at the time of registration, the state government has decided that instead of making payments through the Direct Benefit Transfer (DBT), the concerned Treasury Officer would issue cheques in favour of the rayats/sellers, on request of the drawing officer.

“It has been brought to the notice of the government that sometimes, the rayats/sellers are not appearing at the office of the ADSR, at the time of registration of the sale deeds, in spite of payment being credited to their bank accounts. On the other hand, if the rayats/sellers are not ensured of getting payments, they may not execute the sale deeds, causing hindrance in timely execution of the government projects,” the notification added.

As of now, private lands are being purchased directly from sellers, for implementing important government projects and payments are being made through the real time gross settlement (RTGS), to the bank accounts of the rayats/sellers through Integrated Financial Management Systems (IFMS). The order is from immediate effect, it added.
