According to a senior MCD official, the fifth MVC has submitted its interim report to the MCD, which has been put in the public domain to invite feedback. A public notice has also been published in connection with this.
The base unit area value (UAV) is one of the factors used when calculating the property tax in areas under the MCD’s jurisdiction. Delhi is divided into eight categories from A to H, based on the values of properties in the colonies under each category. The MCD property tax rates and the unit area value (assigned value per sq metre of the property) differ for all categories.

As per an official statement, the committee has recommended increasing the base unit area value by 37 per cent after studying the trends of inflation using various indices, which otherwise is only a marginal part of the rise in actual inflation seen in the last 18 years.
According to the municipal authority, the base unit area values were recommended by the first MVC in 2004, which have remained unchanged for the last 18 years. It also said that the fifth MVC has suggested no change in the current categorisation of colonies. However, considering the recent developments witnessed in the city, it has been recommended the airport authority area that includes Aerocity, be marked a separate colony under Category D.
In Delhi, categories A and B comprise posh localities, C and D cover middle-class localities, while E and F include lower-middle-class neighbourhoods. Categories G and H include unauthorised colonies.

The base unit area value for Category A colonies will increase to 800 from 630; for Category B colonies, the unit area value will go up to 680 from 500, and it will be increased to 550 from 400 for Category C colonies. The base unit area value will go up to 440 from 330 for Category D colonies; it will go up to 370 from 270 for Category E colonies, while it will be 310 instead of 230 for Category F colonies. In the case of Category G colonies, the value will rise to 270 from 200 and 140 from 100 for Category H colonies.
To promote sustainable and scientific disposal of solid waste in Delhi, the committee has recommended a five per cent rebate to those colonies or societies for the removal of 100 per cent wet waste throughout the year, as per the statement.
