But the government took a step forward and announced a series of schemes under the Aatma Nirbhar Bharat Abhiyan project. The main objective of the Aatma Nirbhar Bharat Abhiyan project was to provide the country with various resources so that it could combat the negative effects of the financial downturn caused by the COVID-19.

These projects were launched experimentally – one after the other, and after the success of the first couple of versions of Aatma Nirbhar Bharat, i.e., Aatma Nirbhar Bharat Campaign 1.0, the central government is resilient in launching the Aatma Nirbhar Bharat Campaign 2.0 and 3.0. 

Primary goal of the Aatma Nirbhar Bharat Campaign

• To make the country self-sufficient 
• To deal with natural calamities and pandemics on its own 
• To produce adequate resources during these initiatives so that the country is future-ready
• To assist the people of India in manufacturing world-class equipment to battle any crises and not pay massive duties for shipping and logistics.  

To achieve this, the Aatma Nirbhar Bharat Abhiyan 3.0 was launched, which is a combination of 12 projects that cover everything from jobs, businesses, accommodations, subsidies in various areas like construction, agriculture, boost logistics as well as the conditions of people without adequate income.

Details about the schemes launched under Aatmanirbhar Bharat Abhiyan 1.0

• Under the One Nation One Ration Card scheme, rations can be purchased with a single ration card from any ration store in India. This particular scheme began on September 1, 2020, and is presently in operation in 28 states and all the union territories. 
• Savanidhi Yojana of the Prime Minister: The PM Savanidhi Yojana has supplied street vendors with a total of Rs 13.78 lakh loans individually, which amounts to Rs 1373.33 crore. These people who received the loans to continue their small-scale businesses are dispersed among 30 states and six federal territories.
• Kisan Credit Card Scheme: The Kisan Credit Card Scheme has so far provided loans of Rs 1,43,262 crore to 157.44 lakh farmers to help strengthen the backbone of the agrarian economy.
• Farmers’ Emergency Working Capital Funding through NABARD: This program has so far released Rs 25,000 crores into farmers’ accounts and helped them be self-reliant. 
• ECLGS1.0: Under this initiative, Rs 2.05 lakh crore has been distributed to 61 lakh beneficiaries so far. This emergency credit line scheme is useful for SMEs. 
• Under the Partial Credit Guarantee Scheme 2.0, public sector banks have so far allowed Rs 26,899 crore for portfolio purchases.
• The Special Liquidity Scheme for NBFCs/HFCs has so far issued Rs 7,227 crores.
• The Liquidity Injection for Discoms programme has so far approved a loan of Rs 1,18,273 crore. A loan in the amount of Rs 31136 crore has already been approved.

• Festival Advance: All participants of the Festival Advance Scheme received SBI Utsav Cards. The economy has benefited as a result of this strategy.
• The Ministry of Road Transport and the Ministry of Defence have been given additional capital expenditures of Rs 25,000 crores. 
• A total of Rs 3,621 crore was loaned to 11 states throughout the nation for capital expenditure.

• The Aatma Nirbhar Bharat Abhiyan 3.0 is a project that has been broken down into three sections. 
• The first part covers the North-Eastern region in which a total capital investment of Rs 2,000 crore was made out of which Assam itself received Rs 450 crore owing to its unique geographical position and location and other important demographic parameters.
• The second section contains all of the states that were not present in the first. For the second phase, the government has set aside Rs 7,500 crore. A total of 2,000 crore has been allocated to the project’s third component.
• Only states that implement at least three of the administration’s four reforms will be eligible for the third round of financing. The four reforms are:

    • Urban Local Bodies/Utility Reform
      
    • Power Sector Reform

The Aatmanirbhar Bharat Abhiyan itself has witnessed the Ministry of Finance granting Rs 9,879 crore in capital expenditure for 27 states, which saw all states receiving Rs 4,939.8 crore from the first instalment and thus there was massive enthusiasm. Except for Tamil Nadu, this scheme benefits every state in the country. 

The financial grants have been utilised by each of the states in multiple investment projects and authorised in the areas of:

• The Aatma Nirbhar Bharat Campaign 3.0 was annonced in the budget session for the year 2021-22 by Finance Minister, Nirmala Sitharaman.
• There are 12 new project announcements under the Aatma Nirbhar Bharat Abhiyan 3.0. Overall, these projects will boost the national economy as well as help the country stay always on its toes to combat any future crises.
• Since the economy will get a stronghold, the response to the COVID-19 pandemic will be stronger and the push for a self-sufficient India has begun.
• To implement this project successfully, investments have been made in all industrial sectors.

Aatma Nirbhar Bharat employment scheme

With a rising number of people entering the Employees’ Provident Fund, the focus of this system will be on developing jobs in the organised sector. The Aatma Nirbhar Bharat Employment Campaign will run till June 30, 2021. This plan is only available to companies who have registered with EPFO. 

Under this proposal, all businesses with fewer than 1,000 employees will contribute 12% of the employee component and 12% of the employer portion of the total. In firms with more than 1,000 workers, the federal government will contribute 12% of the employee share.

Emergency Credit Line Guarantee Scheme

The Emergency Credit Line Guarantee Scheme was extended until March 31, 2021. This program provided a loan with no security. A loan is received for business purposes under the Emergency Credit Line Guarantee Scheme.

Qualifying MSME units, enterprises, individual loans, and persons who have taken out Mudra loans are eligible for this program. So far, this effort has provided Rs 2.05 lakh crore to 61 lakh people. In this plan, the Kamat committee has identified 26 challenged industries.

Self-reliant Manufacturing Production Linked Incentive Scheme

The Production Linked Incentive Scheme was created to boost output. This scheme will promote home manufacturing. As a result, exports are high and imports are low in the country. Under this strategy, a budget of Rs 2 lakh crore has been set aside for the next five years.

Ten additional industries have been included in the Aatmanirbhar Manufacturing Production Linked Incentive Scheme. Advanced chemical cell batteries, electrical and technological products, automobile and auto component manufacturing, pharmaceutical drugs, telecom, and networking equipment, textile manufacturing, food, solar PV modules, white goods, and specialty steel are all covered by this strategy.

Pradhan Mantri Awas Yojana (Urban)

An additional contribution of Rs 18,000 crore has been announced under the Pradhan Mantri Awas Yojana, higher than the Rs 8,000 crore budget for 2020-21. This project will result in the construction of 12,00,000 residences and the completion of 18,00,000 households. This project, which would utilise 25 lakh metric tonnes of steel and 131 lakh metric tonnes of cement, will generate over 78 lakh employment.

Support to the construction and infrastructure sector

Performance security has been reduced by the government from 5 to 10% to 3%. Construction and infrastructure enterprises will have more cash to deal with. EMD is no longer required to complete the tender. It will be replaced with a Bid Security Declaration. This service was available to the public until December 31, 2021.

Income tax relief for the builders and future house property owners

The discrepancy under Section 43A has been increased from 10% to 20%. For the first time in the case of the sale of dwellings worth up to Rs 2 crore, this change was only in effect until June 30, 2021.

Agriculture Subsidy (Fertiliser)

The amount of fertiliser used each year increases. Fertiliser subsidies would be granted Rs 65,000 crore so that the 140 million farmers in the country do not run out of fertiliser. A better yield would imply better export rates, and therefore the economy will ultimately strengthen. 

Prime Minister Garib Kalyan Yojana

The Pradhan Mantri Garib Kalyan Yojana is being implemented in 116 districts. Rs 37,543 crore has been spent on this project for the nation’s prosperity and progress. The Prime Minister’s Garib Kalyan Yojana will now get an additional Rs 10,000 crore. The system will be more transparent, and the unemployment rate will drop if the funds are properly utilised towards the focus group – people living above and below the Poverty Line.

Boost for Project Exports

811 export contracts are being sponsored under the LoC. Exim Bank will now be given Rs 3,000 crore in funding to help enhance project exports. This financial assistance will be provided through the Idea Scheme. Project exports include railways, electricity, transmission roadways, transportation, and other projects.

Capital and Industrial Stimulus

An additional budget of Rs 10,200 crore has been made aside by the government for capital and industrial investment. This money will go toward domestic defence equipment, industrial incentives, industrial infrastructure, renewable energy, and other programs that will assist our country’s progress in the manufacturing sector.

Support towards the research and development of the COVID-19 vaccines

The Covid Suraksha Mission for Indian Covid Vaccine Research and Development would receive Rs 900 crore in financing. This funding will go to the Department of Biotechnology to continue the research and develop high-end COVID vaccines that can tackle several variants.

Announcements made in the budget of Aatma Nirbhar Bharat Abhiyan 3.0

On February 1, 2021, the Finance Minister, Nirmala Sitharaman, delivered the Union Budget, which contained in-depth insights about the ‘Self-Reliant India 3.0’ programme or the Aatma Nirbhar Bharat initiative. According to the finance minister, this initiative had shown positive results in its first phase, which was declared as an emergency measure to battle the COVID-19 pandemic.

The Aatma Nirbhar Bharat initiative had received total monetary assistance of Rs 27.1 lakh crore from the central government and the Reserve Bank of India, which equals 13% of the gross domestic output of the nation. In the budget, the finance minister also quoted that the Aatma Nirbhar Bharat campaign released three packages back in 2020, which was equivalent to five mini-budgets.

1. The finance minister emphasised the aspects of Aatma Nirbhar 3.0 that would lead to the nation’s social development; for example – Women’s advancement, Double Farmer Income, Strong Governance, Infrastructure, Youthful officers and the like.
