The planning area of the Bhopal Development Plan 2005 was 601 sq kms and the proposed planning area for the Bhopal Development Plan 2031 is 1,016.9 sq kms.

Housing under the Bhopal Master Plan
While pointing out that the housing shortage is more acute for people belonging to the low and middle-income groups, the Bhopal DP pegs the demand at 4,62,000 dwelling units for the year 2031. It prescribes high-density and low-rise development, to supply to that demand. The city’s residential zones’ cover is estimated at 27,920 hectares. This area is categorised as the old city zone, the RG-1 zone with limited mix-use developments, the RG-2 residential with limited mix-use and the RG-3 with unlimited mixed land use. A separate residential zone has been delineated, to retain the identity and character of the city and its old areas.

Bhopal Metro
With an aim to improve connectivity in Bhopal, the DP also talks about a metro rail network. The Bhopal Metro Project is designed for an operational speed of 90 kmph, consisting of six lines. To be developed in three phases, each phase will be completed in four years.
In the Budget for 2021-22, the state government also allocated Rs 262 crores for for the development of metro projects in Bhopal and Indore. In the previous two budgets of the Madhya Pradesh state, a total of Rs 300 crores had been allocated for the ambitious projects.

CM seeks feedback from officials on master plan
With an aim to speed up the process of development in capital city of Bhopal, Madhya Pradesh CM Shivraj Singh Chouhan has asked his staff to provide their feedback on the master plan 2031 and also pay attention to any issues with the plan. In a meeting with the officials concerned, held in late November 2020, Chouhan asked them to present a city-specific development plan in 15 days. He has also directed them to get rid of any issues in the master plan.
