Since its inception in 1988, the Mangalore Urban Development Authority or MUDA (not to be confused with another MUDA that stands for Mysore Urban Development Authority), has been responsible for the planning and development of the port city, a unique destination that enjoys water, air and road connectivity. Upon inception, the Authority took over the functions of the City Planning authority and erstwhile City Improvement Board.

According to the official website, the purpose of the body is the ‘planned use of land for public service facilities such as road, sewer, drainage, water, electricity, park facilities etc.’

Incorporated under the Karnataka Urban Development Authority Act, 1987, the MUDA has 306 sq kms of area under its purview. Of this, nearly 47% of the area is being used to provide housing to the people of Mangalore.

So far, the MUDA has allotted 1,022 sites to individuals for construction of residential dwellings and more than 15 sites for development of public utilities.

Key responsibilities of the MUDA

The main responsibilities of the MUDA include:

  • Preparation of the master plan for Mangalore.
  • Preparation of residential schemes.
  • Approval of the development plan, residential layouts, group housing and non-residential layouts.
  • Approval of building plans.
  • Issue of commencement certificates for different development activities.
  • Issuing land and zonal certification and technical approval for residential development.
  • Allocation of land acquisition sites for residential development.
  • Issuing non-agricultural land rejection letter.
  • Reviewing applications for land use changes.
  • Approving private land use.

Key objectives of the MUDA

The agency aims to build affordable housing for the general public, through the use of environment-friendly building materials and cost-effective building technologies. Another objective of the MUDA is to build self-sustaining residential complexes in the form of integrated townships.

Other objectives of the MUDA include:

  • Infrastructure development.
  • Planning and building commercial infrastructure.
  • Optimum utilisation of vacant government lands.
