Meerut Development Authority (MDA): All you need to know

The Meerut Development Authority or MDA is responsible for planning and coordinating development activities in the city. One of the primary objectives of the authority is to reduce population congestion. The overcrowding that is being experienced in the Union Territory of Delhi is planned to be limited with the conceptualisation of the national capital region. The Meerut development area is the area that falls within the limits of the Municipal corporation, a kilometre radius outside the Municipal Corporation limits, and Meerut. This does not include the central government-owned land or land acquired by the central government on lease.

About MDA

The MDA was constituted as per the Government Order no. 6218/37-4D/72 Lucknow of June 10, 1976. The U.P. Special Area Development Authorities ACT, 1986, which provided for the establishment of special area development authorities in U.P., excluding the cantonment areas, was the governing legislative order. 

Meerut has been selected as the main satellite city under the National capital region planning board. The MDA will play an important role in meeting the additional requirements of houses and curbing pollution. As an early preparation for this, a substantial amount of land has been acquired, schemes have been decided and executed, planning of lower, middle and upper-income group houses has been done, development of plots and schemes for construction of schools, colleges, hospitals, parks, theatres, offices, commercial centres, amusement stalls, hospitals, and more have been created. 

MDA functions 

  • MDA is responsible for the preparation of a master plan for the planned development in the areas that fall under its jurisdiction. 
  • The acquisition, holding, management, and land disposal functions for residential and other schemes are handled by MDA.
  • MDA is responsible for construction, mining, engineering, and other activities, for the provision of infrastructure facilities like water and sewage disposal, water supply, and other such public facilities. 
  • The MDA is the authority that issues development and construction permission.
  • Another important function of the development authority is the regulation of construction works and development.

The official MDA website enables the citizens to access to various online services provided by the development authority. 

OTSS

OTSS is a one-time settlement scheme through which property tax defaulters can get some respite. The OTS scheme offers respite to property owners of residential homes, educational facilities, industrial units, public sector, hostels, and government and semi-government offices and shops. The MDA website links to the OTS portal where you will have to fill out the form after choosing the Meerut Development Authority as your authority.

E-auction

The Meerut Development Authority comes with various several schemes offering commercial and residential properties, including plots. 

A bidder interested in housing or commercial properties in Meerut can participate in the e-auction of tenders through the MDA website. 

For first-time bidders, online registration needs to be done by providing login details, company details and bank account details for an EMD refund. After registration, you can log in to your account and start bidding in a fast, secure, and convenient manner. After a property tender in the Meerut Development Authority is announced by the government, the bidder can get all details such as the reserved price, document fees, EMD amount, etc.

Citizen charter

The citizen charter was created with the following objectives: 

  • Allotment of plot, house or property
  • Building plan approval
  • Land acquisition
  • Development works and maintenance of public services
  • Redressal of public grievances
  • Obligations of consumers
  • Procedure for registration of complaints
