All about Himachal Pradesh’s Housing and Urban Development Authority (HIMUDA)

With an aim to cater to the housing needs of residents in the state, the Himachal Pradesh Housing Board was established in 1972. However, this entity was re-christened as the Himachal Pradesh Housing and Urban Development Authority (HIMUDA) in 2004. The agency was constituted under the Himachal Pradesh Housing and Urban Development Authority Act, 2004. The objective, was to create a development authority that would ‘plan and develop land and create infrastructure to meet with the housing needs of different income groups and to provide for development schemes for mobilising public and private resources for the promotion of housing colonies and related infrastructure’. Hence, the agency is also responsible for planned development of housing colonies.

Apart from developing social housing schemes, self-financing schemes, rental housing schemes for state government employees and police personnel, the board has also executed projects of different departments like tourism, urban development, education, health, animal husbandry and horticulture, etc.

The board takes loans from bodies such as HUDCO and the National Housing Bank (NHB), to develop housing projects.

In its housing and plot schemes that it launches from time to time, the HIMUDA allocates units through a draw of lots system. The applicants are requested to be present on the day of the lottery, which is held before the public. The final result of the draw is displayed on the HIMUDA’s notice board.

The winners, who are serviced on a first-come-first-serve basis, are provided units in the board schemes, after they deposit the following documents and charges:

i) Stamp duty payment on non-judicial papers: Women pay 4%, while men pay 6% as stamp duty. A 3% stamp duty is charged from women for built-up flats/houses. You can buy the non- judicial stamp papers from any bank/treasury in Himachal Pradesh.

ii) 20 judicial papers.

iii) Three photo copies of the allotment letter.

iv) Rs 575 (Rs 315 + Rs 200 as cost of lay out plans/typing charges + Rs 60 typing charges) + GST @ 18% on layout plans.

v) No-dues certificate from the authority concerned.

Who can apply for allotment of houses/flats/plots from the HIMUDA?

All Indian citizens, including NRIs, can apply for the allotment of houses/flats/plots and commercial units in Himachal Pradesh through the HIMUDA. Although properties cannot be purchased by a non-bonafide/ non-agriculturist in Himachal Pradesh, this condition has been relaxed by the HP government, if the property is purchased from the HIMUDA.

How can I get a flat from HIMUDA?

From time to time HIMUDA invites applications for allotment of different categories of houses/plots/flats, through advertisements published in leading newspapers. Information pertaining to the number, sizes, location and prices of the HIMUDA units are given in these advertisements. For details regarding the terms and conditions and to get the application forms, etc., printed brochures can be obtained at the head office of the board, located at Nigam Vihar, Shimla.

The prices of homes in different estates of the Himachal Pradesh Housing and Urban Development Authority are fixed by the board of directors, depending on the market conditions.

How are the payments to be made to the HIMUDA?

Usually, payments at the HIMUDA are received in cash at the cash counter of the head office. Payments are also accepted through bank drafts, in favour of the CEO-cum-secretary. Cheques for local banks are also accepted.

After making the full payment, the conveyance deed or the lease deed, as the case may be, is executed in the office of the Authority. The document is subsequently registered in the office of the sub-registrar concerned.

Visit the official portal of the board at http://himuda.hp.gov.in/, where you will find the tab ‘Apply for Property’ at the top of the page. Once you click on that button, you will be redirected to a page asking you to register yourself. Those who have already registered themselves could proceed using their name or Aadhaar credentials, password and captcha.
