NIT extends deadline for ground rent payment
With a view to offer some relief to plot holders in the city who have been affected by the Coronavirus pandemic, the Nagpur Improvement Trust (NIT) has decided to extend the deadline to pay the ground rent. Typically, plot holders in the Maharashtra city are liable to pay ground rent by May 31 every year. However, the NIT has extended this deadline this year, to August 31, 2021.

There are a total of 80,000 plot holders that pay dues to the NIT. Of these, only about 22,000 had paid the ground rent till mid-July 2021.
What is NIT?
The Nagpur Improvement Trust (NIT), established by the British in 1936 under the NIT Act of 1936, has been instrumental in shaping the city’s growth over several decades. Even though various attempts have been made to merge the body with the Nagpur Municipal Corporation (NMC) on the ground that it is unconstitutional to have two civic bodies in a city, the NIT continues to work along with the NMC, to ensure all-round development of Nagpur, which is known for its huge orange production and its various lakes and gardens.
Even though the state government started the process to dissolve the NIT in August 2019, by taking its powers and transferred those to the NMC, it could not complete the process, because of the 2019 assembly elections and the subsequent political developments in the state.
Functions of Nagpur Improvement Trust (NIT)
The NIT’s prime responsibilities are to enable expansion of the city, by way of acquisition of rural land and maintaining Nagpur’s infrastructure. Its other responsibilities include launch of housing and city improvement schemes, rebuilding of city pockets, maintenance of the city’s streets, management of drainage and sanitation works, etc. The NIT acquires land from the surrounding rural areas, to develop new urban layouts.
So far, the NIT has over 68,000 leasehold plots under its control, used primarily for apartment schemes and commercial complexes.
It is pertinent to note here that the body does not receive any funds from the state government, in spite of its crucial role in the overall planning and earns revenue through the sale of planned layouts.

The NIT decided to hold a lottery for its tenements built under the Pradhan Mantri Awas Yojana (PMAY), as many applicants could not get bank loans during the COVID-19 lockdown. Out of 4,479 tenements built under the PMAY, only 1,200 had been allotted. The NIT has also announced the allotment of shops available under the Gharkul Yojana.
