A comprehensive development plan (CDP) is a document prepared by a government, which envisions the all-round development of a city, focusing on several areas, such as infrastructure development, housing, transportation and connectivity, etc. While giving a clear picture of the current scenario with respect to the city’s development, the CDP also includes long-term strategies and policies for attaining the set objectives.

What is the purpose of a comprehensive development plan?

Rapid urbanisation has created the need for the development of new cities and areas within existing cities and their peripheries. Proper urban planning contributes towards the sustainable growth of a city and improves socio-economic conditions. The CDP fulfils the need for a long-term plan, giving a road map for the planned development, including an investment budget plan for the implementation of the same. It mentions alternative approaches and strategies for the development process and for tackling socio-economic problems.

The CDP was incorporated in the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), a massive programme launched by the government with the objective of creating economically productive, efficient, equitable and responsive cities.

  • The CDP process involves different stages and it is initiated following an in-depth study and review of the city’s present situation, covering the demographic, economic, infrastructural, environmental, financial and institutional aspects.
  • Town planners are responsible for analysing the various aspects and the focus is on identifying the challenges that have resulted in the lack of proper infrastructure development over the years.
  • The next step relates to the creation of plans for the city’s future development, with the help of key stakeholders.
  • An effective strategy is prepared, to ensure that present and future goals are aligned, which is followed by the conceptualisation of projects and programs.
  • A City Investment Plan (CIP) created under the CDP provides an estimate of the investment required for the implementation of the comprehensive development plan. For example, whether financing will be enabled through the local government or by encouraging the private sector, etc.

What is the difference between master plan and development plan?

In India, the terms master plan and development plan are used interchangeably. However, there is a difference in terms of the various aspects they cover.

What is a master plan? What is a CDP?
A master plan is a planning tool for urban development, prepared by an urban local government. A CDP is a vision document for a city’s future development, which includes a city investment plan, with in-depth analysis of the present situation.
It is a statutory document for guiding and regulating regional development. The emphasis of a CDP is on city-based development and internal growth and it identifies projects as specified under JNNURM guidelines.
The purpose of a master plan is to work out land and infrastructure requirements for urban and rural uses. CDP is aimed at devising plans for implementing the planned projects, also covering the financial aspects.
Unlike a CDP, it does not provide guidelines for the implementation of plans. It contributes to the development process more operationally than conceptually.
Master plans are prepared for the long-term, promoting growth and future development, while giving a perspective of 20 to 25 years. CDP specifies goals for the short term, usually of five years.

Although CDP is prepared independently of the master plan, there is a greater need for ensuring better synchronisation between the two, to ensure efficient planning.

About 63 cities have been identified under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) for the implementation of urban reforms.
