A total of nearly Rs 12,857 crore of external development charges (EDC) were outstanding against builders in Haryana, as on December 31, 2016, with Gurugram and Faridabad accounting for the bulk of the unpaid dues, the state assembly was informed on March 1, 2017.

Of the total amount, an amount of nearly Rs 7,137 crores was outstanding against builders in Gurugram district alone, while builders owe Rs 1,053 crores in Faridabad district.

Among other districts, EDC of Rs 846 crores was due in Panipat, Rs 370 crores in Jhajjar, Rs 375 crores in Panchkula, Rs 680 crores in Sonipat, Rs 397 crores in Rohtak and Rs 340 crores in Karnal. The Department of Town and Country Planing, has granted 1,235 licences from January 1, 2005 to October 31, 2014, for setting up colonies under the provisions of the Haryana Development and Regulations of Urban Areas Act, 1975, the assembly was informed. Gurugram, where the present BJP government has put many land deals under the scanner, topped in granting 768 licences involving 24,810 acres of land, followed by 116 licences in Faridabad (with 2,473 acres of land), 83 licences in Sonipat, 51 in Rewari, 14 in Panchkula and lowest of three in Bhiwani.
