Maharashtra chief minister and chairman of the Mumbai Metropolitan Region Development Authority (MMRDA), Devendra Fadnavis, on February 28, 2019, approved a Rs 16,909.10-crore budget for the year 2019-20 for the Authority, at its 147th meeting. The budget provided allocations for major infrastructure projects in the Mumbai Metropolitan Region (MMR). The 10 metro rail projects received Rs 7,486.50 crores, including Rs 100 crores for the Metro Bhavan.

The Metro Bhavan that is slated to come up at Aarey, will provide facilities such as a Training Academy, Metro Operational Control Centre, offices and a cafeteria, along with seven residential floors. The Metro Operational Control Centre will monitor and control all 13 metro corridors in the city, as also the metropolitan region.

The Mumbai Trans-Harbour Link (MTHL) and the Virar-Alibaug Multi-Modal Corridor are the two other big-ticket infra projects that have been allocated big chunks of funds Rs 3,000 crores for the MTHL and Rs 2,250 crores for the Multi-Modal Corridor. These two environment friendly projects are expected to save time and fuel for those approaching Mumbai and going out of Mumbai.
The budget also paid tribute to popular leaders like Babasaheb Ambedkar and Bal Thackeray, with allocations of Rs 210 crores for their memorials, which will come up at Indu Mills Compound at Dadar and Mayor’s Bungalow in Dadar, respectively. Commenting on the provisions, Fadnavis said: “The intent is simple and focus positive. If the metro is compelling for a better future, following the principles of great leaders is compulsory. While infrastructure is the need of the hour, memorials will keep us rooted to our illustrious history. We will only achieve total development, with the past, present, future and the environment hand in hand and will attain it sooner than later.”
The 11.28-km-long second phase of the monorail from Wadala to Sant Gadge Maharaj Chowk has been allocated a provision of Rs 150 crores, which is expected to roll soon. Other projects included the Extended Mumbai Urban Infrastructure Project (Rs 800 crores, including land acquisition), Mumbai Urban Transport Project (Rs 500.10 crores), development of road network outside the metropolitan region (Rs 143 crores), extension of the Santacruz-Chembur Link Road up to Vakola and construction of an elevated road from BKC to the Western Express Highway (Rs 100 crores), an elevated road at Chheda Nagar (Rs 75 crores) and infrastructure development inside the Kalina University Campus (Rs 54 crores).

The budget also spared Rs 704.20 crores for the Surya Regional Water Supply Scheme, which will help provide ample water to the 20 lakh residents of the Mira-Bhahayender and Vasai-Virar Municipal Corporations through an 88-km-long pipeline starting from Suryanagar. The 403 MLD Surya Water Supply Scheme will provide about 218 MLD of water to Mira-Bhayander Municipal Corporation and about 185 MLD of water to Vasai-Virar Municipal Corporation, daily. This unique water supply system which will use gravity to reach water to its destination, saving electricity and related costs.
“The (budget) decisions are not only city-centric, they offer overall care. Metro, Metro Bhavan, road network, water supply and memorials – all are afforded the required attention,” said RA Rajeev, metropolitan commissioner of the MMRDA.
