To look after the urban development and infrastructure growth in the region, the Haldia Development Authority (HDA) was established under the West Bengal Town and Country Planning Act. The Haldia Development Authority (HDA) is the city’s development board which oversees everything from housing to industrial facilities. The Authority discharges its function in various fields, including planning, land acquisition and allotment, engineering and projects, finance, estate, establishment, social welfare, public relations and information.

HDA: Key responsibilities

Here are some of the key responsibilities of the HDA:

  • Planning and providing urban and social infrastructure and infrastructure support for industrial investments.
  • Planning and preparing the land use map and development and control plan.
  • Acquiring and developing land.
  • Creating infrastructure for water supply networks (domestic, industrial, commercial), drains, roads, electrical networks, disposal of solid waste, housing, townships, parks, recreation centres, etc.
  • Creating an investor-friendly environment.
  • Ensuring proper coordination among different industries and authorities.
  • Ensuring development in the Haldia planning area.

Situated 119 kms away from Kolkata, Haldia is one of the fastest-emerging important industrial destinations in India. It has around 400 industrial units and has attracted investment of over Rs 112 billion. The region currently provides direct employment to about 12,000 people and indirect employment to over 50,000 people. To transform it into a coveted industrial destination, the HDA is working towards the development of world-class infrastructure facilities. The HDA provides the necessary infrastructure for industrial and urban development, which includes land acquisition, development of physical infrastructure, housing, transport, water for domestic and industrial purposes, electricity, drainage and solid waste disposal facilities, as well as social infrastructure like educational institutions, healthcare facilities, recreation and amenities and commercial centres.

Haldia Development Authority: Ease of doing business

Applicants seeking opportunities to establish industrial units, can search, apply and submit their land requirement online. Following are the services that are available on the HDA’s official portal:

  1. GIS land bank map: The applicant can submit their detailed project report, along with other documents, to the HDA, which will then be presented to the board members. Once approved, the applicant can take the possession after paying the stipulated amount. At present, both, industrial and non-industrial land, is available online.
  2. Water supply application: All industrial and commercial users can apply for water connection online. The status of the application can also be tracked on the Authority’s portal.
  3. Application for industrial land: To make it easier for business houses, the Authority has made arrangements for online applications. The applicants would need to upload the detailed project report and company registration certificate with the application.
  4. Application for development permission: Applicants who intend to develop or change the use of land, can submit an online application for the same and pay the development charges after the assessment.

Haldia Development Authority housing scheme: Nijashree

‘Nijashree’ is West Bengal’s housing scheme that aims to provide affordable 2BHK and 3BHK housing to all residents living in the state and especially to vulnerable sections of the population. The HDA has already started implementing this scheme in the city. Under the scheme, the freehold land’s value is treated as a subsidy to the beneficiary. This means that the cost of the land is not accounted for, while computing the cost of a unit under the Nijashree Housing Scheme. Interested applicants can contact the Haldia Development Authority, to obtain the application form and know more about the scheme.

Like many other fast-growing hubs in India, the Haldia Development Authority has an online portal to provide fast-track services. This online portal lets potential applicants easily apply for business opportunities without the stress of visiting an office every day. Some services available on the portal are listed below:

  • Commercial and industrial establishments can apply for water connection to their institutions through the online portal.
  • Businesses can apply for industrial land through the online portal.

Note that the HDA may or may not approve the requests, based on checks and due diligence conducted by it.
