Presenting the budget proposals in the North Delhi Municipal Corporation (NDMC) house meeting, commissioner Varsha Joshi, on November 18, 2019, announced a ‘nominal’ rise in property taxes, across various categories of residential colonies. The unit area values have not been raised since 2004. According to the NDMC Act’s Section 116(J), if the unit area value is not increased for three years, it could be raised automatically, as per the consumer price index.

As per the proposed revision, the unit area value for ‘A’ category of colonies will be raised from the existing Rs 630 to Rs 840. The revised values for other categories are Rs 670 (B), Rs 530 (C), Rs 430 (D), Rs 360 (E), Rs 310 (F), Rs 270 (G) and Rs 230 (H). The revision, if approved by the NDMC’s House and Standing Committee, will earn an additional revenue of Rs 220 crores for the civic body.
The budget also proposed a 2% increase in A to H category of properties. Rates of non-residential properties will be revised from 15% to 20%. The corporation is expected to earn an additional Rs 100 crores income, through this hike.

November 22, 2018: The North Delhi Municipal Corporation (NDMC) has attached 648 bank accounts and 670 properties from April-October 2018, for the ‘non-payment’ of property tax, officials said. NDMC’s additional commissioner (revenue) BM Mishra said since April 1, 2004 (the date of implementation of the Unit Area Method), it is the responsibility of the property owner or occupier, to self-assess the property tax of his/her property and deposit the same with the corporation within due date.

However, many property owners/occupiers are not doing so. Thus, the corporation has to attach their property or bank account, to realise the same. “The NDMC has attached 648 bank accounts and 670 properties from April 1 to October 31, 2018, for non-payment of property tax,” the civic body said, in a statement. Mishra appealed to people to deposit their due property tax for the year 2018-19 along with arrears, if any, in time, otherwise defaulters would have to pay penalty and interest, along with the due tax.

June 13, 2017: The North Delhi Municipal Corporation (NDMC), on June 12, 2017, launched its new-look website, with added features, even as its mayor asserted that the move would promote e-governance and reduce the scope for corruption.

A major new feature of the website, is the facility for residents to apply for mutation or change of name in property tax records, online.
“The website is user-friendly and it will enhance administrative efficiency, besides reducing the scope for corruption, as it will cut down on human contact and promote e-governance,” north Delhi mayor, Preety Agarwal said. Municipal Commissioner Praveen Gupta, said that the idea now is to go online as much as possible, to get civic work done and offer more ease to people.

“Also, now people can apply for mutation of property tax records online and the mutation certificate will also be made available online. The website also contains easy access links to various platforms, such as the mayor helpline, call centre help line, online parking lot management system and online unauthorised construction management system,” he said.
Soon after assuming charge on May 18, mayor Agarwal had said that her top priority would be sanitation. Agarwal said the website would soon be linked with social media platforms, such as Facebook, Twitter and Instagram, so that it becomes more interactive for people. It has also been optimised for mobile-based users. The civic body had recently launched a mobile application for addressing parking woes, which allows residents to lodge parking-related complaints with the NDMC directly. The South Delhi Municipal Corporation had, on May 17, 2017, relaunched its website with added features and enhanced look and feel.
NDMC to launch property tax portal, with mutation facilities
The North Delhi Municipal Corporation will soon come up with an interactive portal, which will allow residents to query or apply for updating details regarding property tax
May 2, 2017: North Delhi Municipal Corporation’s (NDMC’s) commissioner, Praveen Gupta has said that the civic authority would soon unveil a portal, where residents would be able to avail property-related facilities, by logging in through a UPIC (Unique Property Identification Code) number or Aadhaar number or name and address or by scanning of a QR code on the UPIC card. “This is step forward, towards ease of doing business by digitisation of property tax records,” he said, adding that the property tax collection of the NDMC had increased to Rs 613 crores in 2016-17 from Rs 371 crores in 2015-16.
The portal is part of the e-governance measures taken by the NDMC and would also have details on property tax deposited since 2004-05, the civic body said.
“Tax payers can know their dues as the digital platform would calculate the tax according to prevalent rates, schemes and rebates applicable. They can also request for modification in details, including mutation or change of name. They would be able to also lodge complaints regarding false details about property,” he said.
Tax payers would be getting alerts and information about schemes or rebates through mobile text message or e-mail. The NDMC said the provision for inclusion or modification of property in property tax net has been provided, as a request for it came up during a survey of UPIC users.

Gupta further said as per its digitisation drive, 5,31,389 properties have been scanned, 1,38,221 properties have been taken up for reconciliation and 1,22,614 properties have been reconciled by merging them. “As part of the digitisation process, total number of tax payers for 2016-17 increased from 3,95,043 to 4,40,145 in 2016-17,” he said. As per increase in quantum of tax collection, Gupta attributed it to steps like digitisation of properties and issuing of UPIC card.
The UPIC project, started in late 2014, involves a door-to-door survey of all properties with GPS-based data and generation of a unique identity number for every property in NDMC’s area.
“So far 6,19,581 properties have been surveyed and 2,51,373 properties have been finalised after GSDL verification. 1,14,200 units of UPIC package are ready for distribution,” he added.
NDMC passes resolution withdrawing hike in property tax rates
In a relief to home owners in Delhi, the North Delhi Municipal Corporation (NDMC) has passed a resolution to withdraw the hike in property tax rates and adjusting the excess tax amount paid by property holders
June 9, 2016: The North Delhi Municipal Corporation (NDMC), on June 9, 2016, passed a resolution withdrawing the hike in property tax rates, as per the Municipal Valuation Committee (MVC) report.
The resolution, for withdrawing the property tax rates that were earlier approved by a standing committee and the civic body, was brought by BJP councillors Rajesh Bhatia and Shobha Vijender.
The BJP-dominated civic body passed the resolution, which also provides for adjusting the excess tax amount paid by property holders in the municipal corporation areas.
The rate of property tax, based on the MVC’s recommendation, was hiked many times after February 2015.
The resolution cancelled the changes in the rates and rebate in property tax, passed earlier by the NDMC and its standing committee that have been included in the Schedule of Taxes for 2016-17.
The excess tax amount deposited by property holders, as per the Schedule of Taxes, 2016-17, will be adjusted against their tax amount for the year 2017-18, it said.
