What is PCNTDA?
Established in 1972, the Pimpri Chinchwad New Town Development Authority (PCNTDA) was responsible for the development of urban housing and commercial infrastructure in the peripheral urban areas of Pimpri Chinchwad city in the north of the Pune Metropolitan Region (PMR). The PCNTDA was given the mandate of developing 43 sq kms, by the government of Maharashtra, so that close to five lakh citizens could be housed. Till today, the PCNTDA has developed 10.8 sq kms of area in sectors, for housing and commercial use. PCNTDA merger with PMRDA and PCMC
Exercising the powers conferred by Section 40(1B) and Section 160 and Section 161 of the Maharashtra Regional and Town Planning Act, 1966, the government of Maharashtra dissolved the PCNTDA. It is now merged into the Pune Metropolitan Region Development Authority (PMRDA) and the Pimpri Chinchwad Municipal Corporation (PCMC). According to the notification issued on June 7, 2021, “All movable and immovable properties and liabilities of the Pimpri-Chinchwad New Town Development Authority (PCNTDA) will vest in the state government through Urban Development Department and thereafter, such properties and liabilities will be vested in to the Pune Metropolitan Region Development Authority, as well as Pimpri-Chinchwad Municipal Corporation, as per the provisions of Section 161 of the said Act.”
PCNTDA: The division
After the PCNTDA was dissolved, its responsibilities have been divided between the PMRDA and the PCMC. According to the Land Disposal Policy of the PCNTDA, the powers to recover lease rent, all charges like additional premium etc. and liabilities of judiciary claim and action to be taken on 12.5% land return policy, lies with the PMRDA and the PCMC on the properties that are respectively transferred to them. Mentioned below are the departments that are under the PMRDA and the PCMC respectively.
PCNTDA: Properties transferred to the PMRDA
PCNTDA is now known as PMRDA. It comprises the Pune and Pimpri Chinchwad cities and is responsible for the fast paced development that the Pune Metropolitan Region(PMR) is seeing .
As per the provisions of the Section 161 of the said Act, properties, funds and dues of the PCNTDA are vested in with PMRDA . The offices, mercantile buildings, residential buildings, cash / deposits and other investments of the PCNTDA will be transferred to the PMRDA. All properties except those assigned to the PCMC will be transferred to the PMRDA. Around 375 hectares of land will be transferred to PMRDA, although the exact amount will be known once the process culminates. The notification also clarified that the plot for the ‘Government Rest House’, measuring about 2.5 acres to 3.0 acres at Chinchwad, will be transferred to the government at a nominal cost of Re 1 from the PCNTDA. This will temporarily be in the possession of the PMRDA.
Going forward, the Act has notified that the metropolitan commissioner, PMRDA, is authorised to take further action in relation to the merger of the PCNTDA with the PMRDA.
Note that the Pune Metropolitan Region is one the fastest-growing Indian urban areas with a well-established ancillary, automobile, educational, FMCG and IT hub. Currently, investments of over Rs 9,500 crores have been made in the Pune Metropolitan Region in infrastructure projects including water supply, sewerage, solid waste management, slum rehabilitation, housing for the economically weaker sections (EWS), roads and mass rapid transit systems (MRTS). The PCNTDA-PMRDA merger is expected to give a facelift to these infrastructure developments.
PCNTDA: Properties transferred to the PCMC
Ownership and possession of the plots leased out by the PCNTDA and developed plots, plots under public amenities, reservations and encroached plots in the Pimpri-Chinchwad Municipal limits, are all transferred to Pimpri-Chinchwad Municipal Corporation. While the leased land amounts to around 1,000 hectares, the encroached land amounts to around 240 hectares. Those plots developed and allotted by the PCNTDA and amenity plots, which already were transferred to the PCMC for management purposes, will be wholly transferred to the PCMC. Additionally, the PCMC will be the special planning authority of the PCNTDA areas. So, the PCMC will be responsible for approving building construction permissions, transfer of development rights and deciding on FSI.
The total amount of land to be transferred to the PCMC is approximately 1,300 hectares from the total area of close to 1,800 hectares that is under the PCNTDA. It is estimated to take six months to complete the transfer of land between the two departments.
PCNTDA Housing Scheme: Objective
The PCNTDA Housing Scheme aims to provide affordable homes under the Pradhan Mantri Awas Yojana (PMAY) ‘Housing for All’ mission. It is currently developing Sector 12 that has close proximity to the industrial hub, leading to an increased demand for EWS and LIG segment homes here. Hence, the PCNTDA is developing affordable homes without compromising on basic user needs including water, electricity, toilet, roads and other civic amenities, etc.
PCNTDA Housing Scheme: Ongoing projects
With a total plot area of 9.34 hectares, Sector 12 has a permissible FSI of 2.5. The PCNTDA Housing Scheme units are designed, complying with local byelaws, the National Building Code (NBC) and the PMAY requirement.
The projects have been planned with 140 units in a total of 4,883.00 D/u for convenient shopping. To consume the permissible FSI of 2.5, it is developed as a P+11-storeyed structure with the eight floor having a refuge area. Each floor in the building will have 12 tenements. With the structural design approved by IIT Roorkee, the project is earthquake-resistant and uses aluform system for faster and stronger construction. While the work order for the project was issued on February 21, 2019 and 24 months were required to complete the work, there has been some delay owing to the COVID-19 restrictions.

As part of the ongoing projects under the Housing Scheme, there are four projects being developed by the erstwhile PCNTDA. These include :
- Proposed Housing Scheme project-1 at Sector 12 of PCNTDA.
- Proposed Housing Scheme project-2 at Sector 12 of PCNTDA.
- Construction of landscape playground and clubhouse in open space at proposed housing scheme project -2 at Sector 12 of PCNTDA.
- Development and maintenance of open space no 3, 4, 5 and 6 at proposed housing scheme project-1 at Sector 12 of PCNTDA.

As part of the upcoming projects under the Housing Scheme, there are three projects being developed by the erstwhile PCNTDA. These include:

PCNTDA: Functions under the Housing Scheme
The PCNTDA housing schemes are allotted on a 99-year lease, based on the rules framed by the department, which takes care of the following
- Transfer of tenements
- Issue of NOC for bank loan
- Helping in heir registration
However, with the merger of the PCNTDA with the PMRDA and the PCMC, these departments will no longer function under the PCNTDA but will be under either the PMRDA or the PCMC, depending on the handover. For details regarding the housing scheme, you may contact on dyceoadmin@pcntda.org.in
PCNTDA: Various functions of the Land Department

The PCNTDA land department is divided into two parts:
Land Department-1 that includes Sector no 1 to 10, 21 to 28, 34 to 38, BDC and ADC and the Land Department-2 that includes Sector no 11 to 20, 29 to 33, 39 to 42 and CDC. The PCNTDA land department’s functions include:
- Being an acquiring body and performing land acquisition.
- Working towards 12.5% land return policy.
- Helping in disposal of plots (educational / residential / industrial / commercial) as per the permission and Land disposal Rules 1973.
- Granting permission to transfer plots.
- Helping in registration of heirs.
- Providing NOC for bank loans.

PCNTDA: Lottery 2021
Under the PCNTDA Lottery 2021 Housing Scheme that falls under the PMAY, the Authority will give away around 4,883 units to the EWS and LIG segments. Citizens had to apply for the PCNTDA Lottery 2021, by submitting the online application form by logging on to https://lottery.pcntda.org.in/PCNTDAApp/. After this, the winners are announced and will include names of people who can take advantage of this scheme. Presently, the PCNTDA Lottery 2021 is for the projects being developed in Sector 12.
Under the PCNTDA Lottery 2021 Housing Scheme, the flats of 300 sq ft in the EWS category will be around Rs 7.40 lakhs and flats of 600 sq ft will be around Rs 3 lakhs.
