Thousands of hectares of land in Uttar Pradesh have fallen into the clutches of the bhu mafia or the land mafia. While the authorities are cracking down on such cases, many cases also go unreported. In 2017, UP chief minister Yogi Adityanath launched an ‘anti-bhu mafia’ portal, to enable anybody to report instances of land grab by individuals, gangs and companies. This became essential, given the numerous cases where government land was usurped and used for private, illegal construction. The bhunaksha Uttar Pradesh portal does provide some relief to prospective plot buyers but at the same time, it is also important that individuals should know where to go, in case they need to report illegal constructions or if they come across gangs operating in nexus with private developers. How to use Jansunwai-Samadhan portal through IGRS Uttar Pradesh?

Step 1: Log on to the official website of Jansunwai. If you are logged in to IGRS, you can see the Jansunwai facility on your right hand side under ‘Nagrik seva’ or citizen services. Click on it to be led to the dedicated portal.

Step 2: Register your grievances by clicking on the ‘Register Grievance’ option. Note that the following cannot be treated as grievances under this section:

  • RTI Matter
  • Sub-judice matters
  • Suggestions
  • Demand for financial assistance or job.
  • Grievances of government employees concerning their service matters, including transfers, unless they have used all available redressal options in their department.

If your complaint does not fall under the above-mentioned categories, you can proceed to register your complaint, by filling the registration form. You will need to enter your mobile number, email address and captcha details.

Details required to register complaint on Samadhan, UP

An OTP will be sent to your phone number. On verification, you will be asked to provide the details of your complaint which include:

  • Whether or not it is a group complaint
  • Name, father/husband’s name
  • Gender
  • Email ID
  • Aadhaar number
  • Type of complaint – whether demand/complaint/suggestion/others
  • Grievance category
  • Complaint/demand/suggestion area information
  • Residential address
  • Reference documents

Make sure you save the complaint number for future reference.

Once registered, your complaint can be tracked too. Simply enter the complaint number, mobile number, your email address and captcha code.

You will need to enter the following details – registered grievance ID, registered mobile number, registered email address, satisfaction rating, feedback and captcha details.

Anti-bhu mafia task force in Uttar Pradesh

The UP government has established a task force that will deal with land mafia within 15 days of receiving a complaint regarding illegal land operations. The task force was constituted under the chairmanship of the chief secretary at the state level, mandalayukt at the divisional level, district magistrate at the district level and SDM at the tehsil level. This task force will also monitor the removal of illegal occupations from land owned by the government, private, religious institutions, establishments, charitable trusts or unclaimed properties. This task force will also identify the land mafia who occupy this land. The Anti-Land Mafia Task Force is also expected to prepare the list of illegal possession in all the districts.

To ensure that every citizen can access Jansunwai, the UP government launched a mobile app, for registering citizen’s grievances/suggestions. The app is linked to the Jansunwai IGRS portal of the state government. When you register a complaint through the app, a unique reference number will be generated. Keep this number handy. You will be able to track the progress of grievances, send reminders and also give feedback after disposal of the complaint.
